A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       Proclaim the City of Lawrence as a Welcoming City.

 

2.       Proclaim the week of July 27 – August 2 as International Amphibians and Reptiles Week.

 

 

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Receive minutes from various boards and commissions:

 

Bicycle Advisory Committee meeting of 05/18/15

Fire Code Board of Appeals meeting of 07/08/15

Horizon 2020 Steering Committee meetings of 06/08/15 and 07/13/15

Traffic Safety Commission meeting of 07/06/15

 

2.       Approve all claims.  The list of claims will be posted by the Finance Department on Monday prior to the meeting.  If Monday is a holiday, the claims will be posted as soon as possible the next business day.

 

3.       Approve licenses as recommended by the City Clerk’s Office.    

 

4.       Bid and purchase items:

 

a)       Set a bid date of August 11, 2015 for Project No. PW1337, KDOT ITS Project, 6th Street, Wakarusa Drive & Clinton Parkway.  Staff Memo & Attachments

 

b)       Approve the sole source purchase of two (2) 5500sc Ammonia Monochloramine Analyzers for the Utilities Department, from Hack Company, for the total amount of $45,144.74.   Staff Memo

 

c)       Authorize the Interim City Manager to execute Change Order #2 to the construction contract with Banks Construction for Project No. UT1309, 23rd Street Waterline Replacement Project – Phase 1, Alabama to Louisiana increasing the contract amount by $25,380.69.   Staff Memo

 

d)       Award the construction contract for Bid No. B1539, Project No. UT1506 - Protective Maintenance Coatings for Pump Station PS5 & Wastewater Treatment Primary Sludge Pump Station, to Performance Contracting Inc. e)       Authorize the Interim City Manager to execute Supplemental Agreement No. 2 in the amount of $722,886 with TREKK Design Group, LLC for Project UT1305 Rapid Inflow and Infiltration Reduction for Phase 3 Services.   Staff Memo & Attachments

 

f)       Accept the proposal submitted by ECOTURF for $85,687 for installation of poured-in-place rubber playground surfacing at East Lawrence Center and in Watson Park.   Staff Memo

5.       Adopt on second and final reading, Ordinance No. 9121, allowing the sale, possession, and consumption of alcohol on Sunday, August 23, 2015 from 8:00 a.m. to 9:00 p.m. in South Park and on Massachusetts Street between North Park and South Park Street associated with the Kansas State Fiddling and Picking Championship Event. 

 

6.       Approve a Street Event Permit for the closure of Massachusetts Street between North Park Street and South Park Street on Sunday, August 30, 2015, from 7:00 a.m. – 6:00 p.m., for the annual Fall Arts and Crafts Festival.   Staff Memo & Attachments

11.     Authorize staff to initiate text amendments in the Sign Code (Chapter V, Article 18 of the City Code) to accommodate corporate sponsorship of public facilities within GPI zoned districts.   Staff Memo

 

12.     Receive Bert Nash Community Mental Health Center 2015 First Quarter Performance Report.

 

13.     Authorize the Mayor to sign a Subordination Agreement for Susan Christensen, 1232 Laura Avenue.   Staff Memo

 

 

 

C.        CITY MANAGER’S REPORT:          None.

 

 

D.        PUBLIC COMMENT:

 

ADDRESSING THE COMMISSION:         The public is allowed to speak to any items or issues that are not scheduled on the agenda after first being recognized by the Mayor.  As a general practice, the Commission will not discuss/debate these items, nor will the Commission make decisions on items presented during this time, rather they will refer the items to staff for follow up.  Individuals are asked to come to the microphone, sign in, and state their name and address.  Speakers should address all comments/questions to the Commission.

 

 

E.         REGULAR AGENDA ITEMS:

1.       DEFERRED UNTIL 08/04/15.  Consider the following items related to the East Ninth Project:   Staff Memo & Attachments

 

a)       Consider approving the updated draft East Ninth Work Plan, as recommended by the Citizen Advisory Committee.

 

b)       Consider authorizing the Interim City Manager to execute an agreement with the Lawrence Arts Center regarding the commitment of $50,000 from the Lawrence Arts Center toward the City’s service contract with el dorado, inc. and establishing expectations for handling the agreements with artists regarding the project.

 

ACTION:      Approve the updated draft East Ninth Work Plan and authorize the Interim City Manager to execute and agreement with the Lawrence Arts Center regarding the commitment of $50,000 from the Lawrence Arts Center toward the City’s service contract with el dorado, inc., if appropriate.

 

2.       City Auditor will present the Performance Audit:  Financial Indicators.  Report

BZA-Sign Code Board of Appeals:

One position expires 09/30/15 and is eligible for reappointment to an additional term.

 

Bicycle Advisory Committee:

One position expires 12/31/15 and is eligible for reappointment to an additional term.

 

Building Code Board of Appeals:

One position expires 11/30/15 and is eligible for reappointment to an additional term.

 

Community Development Advisory Committee:

One vacancy for a position that expired 09/30/14 and one vacancy for a position that expires 09/30/15. Both positions are designated for low/mod areas.  Three additional positions expire 09/30/15, and two are eligible for reappointment to additional terms and designated for low/mod areas.  The position that will become vacant is an at-large position.

 

Contractor Licensing Board:

One vacancy for a position that expired 12/31/14.  This position is designated for an Architect/Engineer.  Two positions (at-large position and general contractor position) expire 12/31/15 and are eligible for reappointment to additional terms. 

 

Douglas County Emergency Management Board:

One position expires 07/01/15 and is eligible for reappointment to an additional term.

 

Douglas County Senior Services Advisory Board:

Electrical Code Board of Appeals:

One vacancy for a position that expired 03/31/15. Eligibility requirements exist for this board.

 

Historic Resources Commission:

One vacancy for a position that expired 03/01/15 and is designated as a real estate position, and one vacancy for a position that expires 03/01/16 and is designated for a historian.

 

Homeless Issues Advisory Committee:

One vacancy for a position that expires 12/31/16.  Four positions expire 12/31/15 and are eligible for reappointment to additional terms.

 

Hospital Board:

Two positions expire 09/30/15 and are eligible for reappointment to additional terms.

 

Human Relations Commission:

Five positions expire 09/30/15; three are eligible for reappointment to additional terms and two positions will become vacant.
