Background

The Kansas Department of Transportation (KDOT) has an Intelligent Transportation Systems (ITS) program that awards funds on a competitive basis.  ITS uses electronics, cameras, computers, sensors, communications, and management strategies to improve roadway safety and transportation system efficiency.  The City submitted an application to install equipment at intersections on the existing fiber network of 6th Street, Wakarusa and Clinton Parkway and was awarded funds in the KDOT FY 2015 program beginning July 1, 2014. 

 

The City has received two previous KDOT ITS awards that provided funds for our existing network. In 2009 the city completed a $500,000 project (50/50 city/state funds) that completed the ITS system along 6th Street from Massachusetts to Iowa and along Iowa from 6th Street to 23rd Street.  This project also funded the equipment for the Traffic Operation Center in the Traffic Engineering Building at 5th & Mississippi which includes hardware, software, video screens and other ITS devices.  In 2012 the city completed its second ITS project through the KDOT set-aside program along 23rd Street from Iowa to Harper at a cost of $180,000 (17/83 city/state funds).  Both projects included conduit and fiber linking intersections through the corridor with equipment to monitor and optimize traffic flow.  Benefits from the ITS system include immediate notification of traffic signal malfunctions and the ability to implement unlimited timing plans from the operation center or other locations for emergencies or special events.

 

Project Description

This project includes installation of equipment to add 12 intersections along 6th St from K-10 to Wakarusa; on Wakarusa from 6th Street to Clinton Parkway; on Clinton Parkway from Wakarusa to Iowa; and adding the recently completion intersection of 23rd & O'Connell.  In 2012 Verizon Wireless installed a 1 1/4 inch conduit for the city alongside their conduit for a project they constructed and the city partnered with the University of Kansas to install 288 fiber optic cable in the conduit.  Equipment at the 12 intersections include installing new controllers,  PTZ cameras and cabinet modifications to enhance traffic flow, traffic safety and monitor each intersection. 

 

Project Funding

The total estimated cost for this project is $235,000 and will be financed through a 55/45 (KDOT/City) match.  The KDOT funds allocated are $129,250 and the city match is $105,750. 

 

On August 13, 2013 the City Commission adopted Resolution No. 7038 for $400,000 in general obligation bonds for fiber related projects on 6th Street from Iowa to Wakarusa Drive.  On July 22, 2014 the City Commission adopted Resolution No. 7078 which amended Resolution No. 7038 to include Wakarusa Drive, Clinton Parkway and 23rd Street for use of bonds for fiber related projects included in the ITS grant.

 

Project Schedule

This project will begin in September of 2015 and is scheduled to be completed in 90 working days.
