Project UT1309 23rd Street Waterline Replacement Project – Phase 1, Alabama to Louisiana, Execute Change Order #2

 

The 23rd Street Waterline Replacement Project included the installation of approximately 1450 lineal feet of 8” PVC waterline by directional drilling between Louisiana St and Alabama St. The project was awarded to Banks Construction on March 4, 2014, and construction was completed on June 18, 2014.

 

On April 22, 2014 Banks Construction hit and damaged an unmarked AT&T underground conduit in the area of 23rd and Louisiana.  The location of these underground AT&T facilities had not been marked in response to One-Call notifications as required by law at the time of design nor construction.

 

Repair of the damaged AT&T conduit resulted in the construction of a concrete vault in the northeast corner of 23rd and Louisiana Streets, and delays in the construction of the watermain until May 6, 2014. The vault constructed by AT&T was in direct conflict with the proposed watermain alignment. As a result, additional labor, materials and contract time was required to construct the watermain around the new vault. The proposed Change Order in the amount of $25,380.69 will compensate Banks Construction for the additional work required to complete the Project.  The City Attorney’s Office will explore and pursue, if appropriate, AT&T for reimbursement of the additional costs to the City. 

Change order #2 includes labor, material and equipment costs, in the amount of $25,380.69, associated with the realignment and construction of the watermain around the concrete vault constructed by AT&T to repair the unmarked and damaged utility.

Change order cost adjustments are 22.2% of the original contract amount.

 

Action

Authorize the City Manager to execute Change Order #2 to the construction contract with Banks Construction for project UT1309, 23rd Street Waterline Replacement Project – Phase 1, Alabama to Louisiana increasing the contract amount by $25,380.69.
