Award Bid No. 1539 and authorize the City Manager to execute the construction contract for project UT1506, Protective Maintenance Coatings for Pump Station PS5 & Wastewater Treatment Primary Sludge Pump Station.

 

Background

Pump station maintenance is an ongoing process for the Utilities Department. In order to maintain functionality and extend the life, the mechanical equipment and the station itself pump stations as well as other facilities need to be routinely painted and equipment coated to provide ongoing corrosion protection. The coatings at Pump Station PS5 and the Primary Sludge Pump Station at the Wastewater Treatment Plant (WWTP) have outlived their useful life and are in need of recoating. Refer to the attached photos for examples of coating failures at the above referenced sites.

 

Project Description

The Pump Station PS5 & WWTP Primary Sludge Pump Station Maintenance Coating Project includes painting of the interiors and equipment of both pumping stations. Incorporated in this work is the coating of walls, floors, stairs, pipes, pumps, and other appurtenances; and the appropriate preparatory work to get the surfaces primed for coating. The project will be completed within 90 calendar days from the date of the Notice to Proceed, per the contract documents.

 

Project Details

City Utilities Staff completed construction documents for the project and it was advertised for bid on June 17, 2015. Bids were opened on July 14, 2015 and the bids listed below read publicly aloud as follows:

City Utilities staff have verified the bid tab for all bidders and reviewed the bids, qualifications, and current project commitments of the low bidder, Performance Contracting Inc. (PCI).  City Utilities staff recommends awarding the bid to the low bidder, Performance Contracting Inc. (PCI).

 

Project Funding

The project will be funded from the Department of Utilities cash construction fund.

Action

Award the construction contract for Bid No. B1539 to Performance Contracting Inc. (PCI) in the amount of $82,677.00 and authorize the Interim City Manager to execute the construction contract for project, UT1506 Protective Maintenance Coatings for Pump Station PS5 & Wastewater Treatment Primary Sludge Pump Station.
