Background

The HERE development project is completing the necessary land use approvals to begin construction of the mixed use project.  The applicant for the project now owns all the project property and is ready to begin demolition and site preparation via the following schedule and attached demolition exhibit.

Mobilization on the site and the commencement of construction fencing erection will start 1-12 to 1-20.

 

Phase 2 demo will commence south to north.  The northern wall of the 1123 Indiana will be pulled south away from Ms. Bell’s home in sections.  Protective demolition netting and fencing will be used to shield her home.  Immediately following Phase 2 demolition will be the commencement of earth retention work along the entire southern edge of the site.  Getting full unobstructed access to the SEC of the site is imperative for this work.  It is scheduled to commence 2-6.  Excavation will commence on 2-13.

 

The project is to build an apartment complex and public improvements over two phases. Construction activities will indirectly affect the neighborhood surrounding this location and directly affect Mississippi St., 11th St. and Indiana St. (see map). They are requesting the right of way permit for phase one.

 

The construction of this project is scheduled to be completed in two phases. Phase one will concentrate on the complex and phase two will include completion of public improvements to the city infrastructure.

The owners have requested a right of way permit for phase one, to allow the start of this project for January 12, 2015. Construction of both phases is scheduled to be completed by July 2016. Phase two is schedule to begin in the spring of 2016 and also be completed by July 2016. The owner has agreed to submit a second right of way permit for phase two, which will be reviewed for approval at that time.

 

City staff and KU Engineering have meet with the owners to discuss the logistics involved with phase one. They have indicated that no street closures will take place during phase one. This project will impact the neighborhood with construction traffic and contractor employee parking. We have asked the owner to submit a traffic control plan, an employee parking plan and a truck delivery / haul route to and from the construction site. The owner is still working on these plans.

 

Action Requested

If appropriate, authorize the right-of-way permit for PW1417 contingent upon staff approval of a traffic plan and truck route plan.
