Mill & Overlay, Pavement Marking and Geometric Improvements

 

 

Background

The “KLINK” (Kansas connecting links) resurfacing program of the Kansas Department of Transportation is intended to assist local governments with the maintenance of the City Connecting Links of the State Highway System (6th Street/US 40, Iowa/US 59, North 2nd/ US 40/US 59, and 23rd Street/K-10 in Lawrence). While the City can expand the scope of a KLINK funded project to include geometric or other major improvements (e.g. widening to provide turn lanes, curb repair, sidewalks, bike paths/lanes, traffic signal improvements etc.), the state funds are to be used only for maintenance of the roadway consisting of various surface treatment measures (e.g. mill and overlay, patching, joint repairs etc.). Under the KLINK program, the city had received the maximum amount of $200,000 per year over the past 5 years.

 

Project Description

The 2012 KLINK project includes a 2" mill and overlay, curb repair, full depth patching and geometric improvements on 6th Street from Monterey Way to Iowa.  Major items of the proposed geometric improvements include: 1. An eastbound right turn lane at 6th & Kasold, 2. An eastbound bus turn out west of Schwarz Road and 3. Road widening between Rockledge and Iowa to provide a center turn lane for Hampton Inn.  The project will cause traffic interruptions and lane closures, but will maintain at least one through lane in each direction at all times.

 

The existing lane configuration at 6th & Kasold consists of 6 lane sections (four through lanes and two left turn lanes) at both east and west legs and 5 lane sections (four through lanes and one left turn lane) at both north and south legs of the intersection.  The proposed dedicated eastbound right turn lane at the southwest corner of 6th & Kasold will also function as a bus turn out and greatly improve traffic flow and safety at this intersection.

 

To make room for the new 11 foot right turn lane/bus turn out, all four eastbound lanes (two through lanes and two left turn lanes) will be narrowed by one foot (from 12 feet to 11 feet) and the road will be widened seven feet to the south.  The existing medians on 6th Street will remain in place.

 

The improvements at the southwest corner of the intersection will include a sidewalk to bridge the gap and a concrete pad with bus shelter.  A permanent easement will be required to install the sidewalk and relocate utility poles.  A temporary construction easement will also be required for grading, landscaping and reconstruction of the commercial driveway. In preliminary discussions, the property owner’s agent has agreed to provide the easements in exchange for improvements being made to the property. Improvements include reconstruction of concrete commercial driveway and landscaping including seeding and replacing trees.  The estimated cost of these improvements is $10,000.

 

Project Funding

The estimated project cost is $1,200,000.  The project is being funded with $200,000 from KDOT and the remaining $1,000,000 from city funds with General Obligation Bonds (Resolution 6935).

 

Project Schedule

Completion of plans: March 2012

Advertise and bidding: April 2012

Anticipated Start Date: May 21, 2012

Project Completion Date: August 10, 2012.

 

Engineering design and construction plans are near completion.  We are currently working with KDOT to obtain authorization to proceed with Bid Letting.  We are confident construction plans and contract documents will be ready before end of March.  Therefore, it would be consistent with city's advertisement/procurement procedures to set the bid date on April 17, 2012.  If the bid date is set as part of this item, we will not need to bring this back to the commission again in a few weeks and therefore, save staff time.  All construction work is scheduled to occur during the summer, while school is out of session.

 

Action Request

1.  Authorize City Manager to enter into agreement with property owner to provide improvements to property in exchange for pedestrian, utility and construction easements.

2. Set Bid Date
