Lot 10 Parking Changes – Implementation Plan; 2012 Tuesday Farmers Market

 

On May 10, 2011 (see attached minutes), the City Commission approved changes to the on street parking on the 1000 block of Vermont Street and on N. Park Street, and in city Parking Lot 10, all related to the proposed redevelopment of the building located at 1040 Vermont Street. This memo provides an implementation plan for those changes. The table below outlines the approved changes with notes on any adjustments needed based on actual conditions, and the attached map illustrates the changes. Unless the City Commission directs staff otherwise, the changes will be implemented according to this plan.

Restriping of lot would result in net gain of 1 space. ADA requires 3 accessible spaces in lot, staff recommends keeping them in the existing locations, which leaves space for only 29 – 10 hour meters instead of the 30 considered initially.

Steps and Timeline for Implementation

Sometime in spring 2012, depending on weather, the Public Works Department will crackseal and then restripe Lot 10. Depending on the progress of the 1040 Vermont project, and timed to be complete shortly before that project, we will do the following:

 

2012 Tuesday Farmers Market

City staff has been in contact with representatives of Treanor Architects and the Downtown Lawrence Farmers Market regarding the Tuesday Farmers Markets, which are held in Lot 10 from 3:00 p.m. – 6:00 p.m. Tuesdays, March through October. The Tuesday Farmers Markets are held in the western section of the lot, as pictured in the attached map from a previous permit.

 

Treanor Architects expects to have the 1040 Vermont building ready for occupancy as early as the beginning of October 2012. Because there is only a potential overlap of a few weeks between the occupancy of 1040 Vermont and the end of the Farmers Market season, staff recommends that the Tuesday Farmers Market stay in Lot 10 through the 2012 season. This plan has been discussed with bother Treanor Architects and the Farmers Market and is expected to be a workable solution for both parties. Staff memorialized discussions with both parties in the attached letters

 

The location of the Tuesday Farmers Market in 2013 will have to be decided prior to the commencement of that season. The City Commission will consider approval of any requested location on city owned parking lots downtown.
