A.        RECOGNITION/PROCLAMATION/PRESENTATION:

 

1.       None.

 

 

B.        CONSENT AGENDA:

 

NOTE:  All matters listed below on the Consent Agenda are considered under one motion and will be enacted by one motion.  There will be no separate discussion on those items.  If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

 

1.       Approve City Commission meeting minutes from 01/03/12.

 

2.       Receive minutes from various boards and commissions:

 

Parks & Recreation Advisory Board meeting of 01/10/12

 

3.       Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 

4.       Approve licenses as recommended by the City Clerk’s Office.    

 

5.       Approve appointments as recommended by the Mayor. 

 

6.       Adopt the following ordinances on second and final reading:

 

a)       Ordinance No. 8689, for Text Amendments (TA-10-15-11) to the City of Lawrence Land Development Code, multiple articles, defining occupancy and clarifying the applicability of occupancy limits in non-RS districts. (PC Item 4; approved 9-0 on 12/12/11)   Incorporation By Reference

 

b)       Ordinance No. 8692, (revised on second reading to incorporate Accessory Dwelling Units into proposed Article 13, Section 6-1320 “Exemptions”) replacing Chapter 6, Article 13 of the City Code, regulating the rental of dwellings in RS Zoning Districts.   Staff Memo

 

7.       Approve the installation of a 15 minute parking meter adjacent to 1111 Massachusetts Street.    Staff Memo & Attachments

 

8.       Authorize the Mayor to execute a conservation easement to the City on property commonly located at 3700 Tiffany Drive.   Staff Memo & Attachments

 

9.       Receive letter from Douglas County Administrator concerning funding for Emergency Communications Center; refer to staff for review and report back to the City Commission.

 

10.     Approve as “signs of community interest” a request from the Lawrence Home Builders Association to place signs in various rights of way for its annual Lawrence Home Show, February 10-12, 2012.  Signs would be placed on South Iowa Street and in front of the business at 3430 S. Iowa Street and would be placed out on Monday, February 6 and removed Sunday, February 12, 2012.

 

11.     Authorize the City manager to sign a letter agreement with Theatre Lawrence, Inc., setting forth the terms for the City’s pledge of $100,000 for construction of a theater and education facility.   Staff Memo & Attachments

Board of Zoning Appeals/Sign Code Board of Appeals:

One vacancy for a position that expires 09/30/13. 

 

Community Development Advisory Committee:

One position expires 09/30/11.  This is an at-large position.

 

Convention and Visitors Bureau Advisory Board:

Two vacancies – one position expires 07/01/14 and one position expires 07/01/15 and is designated for a hotel/motel industry representative.

 

Downtown Task Force:

Appointment of seven to eleven members available on this newly formed task force.

 

Electrical Code Board of Appeals:

Two positions expire 03/31/12.  One position is eligible for reappointment while the other position will become vacant.  Eligibility requirements exist for this board.

 

Fire Code Board of Appeals:

Two positions expire 01/31/12.  Both are eligible for reappointment to additional terms.

 

Historic Resources Commission:

Two positions expire 03/01/12.  One position is eligible for reappointment while the other position will become vacant.  Eligibility requirements exist for this board.

 

Human Relations Commission:
