Set a bid date and approve the Traffic Control Plan for Bid No. B1540 - UT1427, Michigan/Arkansas Street, 2nd to 9th and Florida Street, 3rd to 4th Waterline Replacement.

 

Background

The Michigan/Arkansas Street 2nd Street to 9th Street waterline replacement project was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the Michigan/Arkansas Street from 2nd Street to 9th Street waterline as a priority for replacement due to the size, age, and condition of the 6” and 8”, 1922, 1958, and 1959 cast iron main. In addition to the Michigan/Arkansas section, this project will also replace the existing 6”, 1959 cast iron main on Florida Street from 3rd to 4th Street. Similar to the existing line on Michigan/Arkansas, the section of waterline on Florida Street from 3rd Street to 4th Street needs to be replaced due to size, age, and condition. The proximity and similar scope of work to the Michigan/Arkansas Street project affords the opportunity to complete the smaller Florida Street project in conjunction with the larger Michigan/Arkansas project.

 

Project Description

The Michigan/Arkansas Street, 2nd to 9th and Florida Street, 3rd to 4th Waterline Replacement Project, as shown on the attached map, includes the replacement of approximately 5,800 linear feet of 6” and 8”, 1922, 1958, and 1959 cast iron main with 8” PVC waterlines. The project also includes valves, fittings, fire hydrants and other miscellaneous appurtenances for the waterline located along Michigan/Arkansas Street from 2nd Street to 9th Street and Florida Street from 3rd Street to 4th Street.  The project will be completed within 220 calendar days from the date of the Notice to Proceed, per the contract documents.

 

Project Details

Professional Engineering Consultants have completed the design and production of construction documents for the project incorporating City and outside review agency comments. Project documents will be available to prospective bidders by Monday, August 31, 2015.

 

A public meeting will be held with affected residents prior to the start of construction to address any concerns related to the project. Staff will make every reasonable accommodation to minimize construction impacts on the neighborhood and surrounding businesses.

 

Traffic Impacts

During the construction of the waterlines Michigan Street from 2nd Street to 7th Street, 7th Street from Michigan Street to Arkansas Street, Arkansas Street from 7th Street to 9th Street, and Florida Street from 3rd Street to 4th will be closed to thru traffic but access to local traffic will be maintained at all times.

 

In order to minimize inconvenience to the neighborhood, surrounding businesses, and the general public the following steps have or will be taken:

 

-       Utilities staff has met individually with business owners that will be most impacted by construction so that the impacts to the businesses could be minimized.

-       Utilities staff will conduct a neighborhood meeting during the project advertisement to address the concerns of the neighborhood residents.

-       The overall project has been broken up into smaller, approximately two block segments, in which the contractor must substantially complete each segment and open that segment up to two way traffic before they are allowed to proceed to the next segment.

-       A detailed traffic control plan has been provided for each segment of construction. See the attached Traffic Control Plan.

-       Utilities staff will conduct a mandatory pre-bid meeting to ensure the contractors understand the requirements of the traffic control prior to bidding on the project.

 

Project Funding

The project will be funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.

Action

Approve the Traffic Control Plan for Bid No. B1540 - UT1427, Michigan/Arkansas Street, 2nd to 9th and Florida Street, 3rd to 4th Waterline Replacement.
