SE-15-00306:  A Special Event Permit request for a Fireworks Viewing Party on 317 N. 2nd St.  on Saturday, July 4-5, 2015. Submitted by Gaslight Gardens with permission from Riverfront Properties, LLC, property owner of record.

 

GENERAL INFORMATION

 

Current Zoning and Land Use:

CS (Commercial Strip) District including property to the north.

 

Surrounding Zoning and Land Use:

 

IG (Industrial General) District to the east and west;

 

OS (Open Space) District to the east and south; this is vacant land next to the river levee.

 

GPI (General Public and Institutional) District to the east; Lawrence Visitor Information Center.

 

 

 

STAFF REVIEW

A Temporary Special Event Permit has been requested to utilize part of the parking lot located at 317 N. 2nd St. for a Firework Viewing Party on Saturday, July 4-5, 2015  from 4PM to 12AM.

 

An extension from the patio into the parking lot will create additional space on the patio for firework viewing.  The extension will occupy 2 parking spaces.

 

Article 15 of Chapter 6 of the City Code regulates Temporary Special Events. This event is classified as a Type 5 event (Public events intended primarily for entertainment or amusement, such as concerts or festivals).   If all of the standards of the section are met, up to 4 administrative permits are available per site, per year. The standards require that the property have an approved site plan on file and is commercially or industrially zoned.   The subject property is zoned Commercial Strip but the event will extend until 12AM that evening.  This condition requires the permit to be approved by the City Commission. The applicant will be serving alcohol under a current liquor license.

 

The Special Event Permit request was forwarded to various City Departments for review. Fire Prevention has specified that access to the parking shall be maintained and an occupant load for the patio extension shall be set. There are no tents or structures associated with this special event (see permit).

 

RECOMMENDATION

Planning Staff recommends approval of the Temporary Special Event for a Firework Viewing Party on Saturday, July 4-5, 2015 from 4PM to 12AM subject to the following conditions:

 

1.  Special Event Permit must be displayed on site during hours of operation.

 

2.  Temporary sign permit must be obtained from Development Services if temporary signage is to be used.

 

3.  Any structures must be removed within 24 hours after the cessation of the event.

 

4.  Vehicles used for storage of merchandise for event may only be on site during the approved hours of operation.

 

5.  Trash receptacles or other sanitation provisions, as needed.

 

6.  Access into parking lot is required to be maintained.

 

7.  An occupant load will be set for the proposed patio extension by Fire Prevention staff.
