RE: |
Mesa Way Benefit District |
The City has received two petitions requesting that a Benefit District be formed to complete repairs and mill & overlay Mesa Way from Lawrence Avenue to Frontier Way.
Background
Mesa Way is a private street with a public access easement. The adjacent property owners are requesting the City’s assistance in making repairs to the street. There are two plats, Pioneer Ridge Subdivision and Pioneer Ridge Center. The project will be bid with the City’s project PW1514, 2015 Overlay and Concrete Rehabilitation Program.
Funding
All costs 100% including inspection, legal, and administrative costs will be paid for by the benefitting properties. There is no cost for the City. The petitioners have provided the plans and engineering for the project.
The method of assessment is described within the covenants of the subdivision:
Ø Pioneer Ridge Subdivision – equally per square foot
Ø Pioneer Ridge Center – equally per front foot
The estimated costs are:
Ø Pioneer Ridge Subdivision - $35,000
Ø Pioneer Ridge Center - $83,000
Pioneer Ridge Center Association has established a fund for road improvements. They have collected approximately half of the estimated costs and will provide those funds to reduce the assessments upon completion of the project.
Action
Accept petitions and pending Commission discussion, approve Resolution 7116, and Resolution 7117 setting out the findings of the Governing Body and ordering the repairs.
Respectfully Submitted,
Charles F. Soules, P.E.
Director of Public Works
