Background

The 2012 Integrated Water Utilities Plan and adopted scenario 5 Capital Improvement Plan identified and provided funding for rehabilitation and restoration of coatings systems for elevated and ground storage facilities within the water distribution system during the five year period between 2013-2017.

 

Project Description

The City of Lawrence water distribution system is divided into two pressure zones, West Hills (High Pressure) and Central Service (Low Pressure) and contains approximately 460 miles of transmission and distribution piping as well as elevated and ground storage facilities as follows:

 

West Hills:

Stoneridge Elevated Storage, 2008 – 1.5 MG

6th Street Elevated Storage, 1967 – 0.5 MG

Stratford Elevated Storage, 1954 – 0.5 MG

 

Central Service:

Kasold Ground Storage & Booster Pumping, 1970 – 1.5 MG

Oread Ground Storage & Booster Pumping, 1931 – 1.0 MG(S), 1954 – 1.4 MG(N)

Harper Elevated Storage, 1967 – 0.5 MG

 

The 2012 Integrated Water Utilities Plan identified the coatings on the Stratford, 6th Street, and Harper Elevated Storage Facilities for rehabilitation/restoration as part of the tower protective coatings project. Elevated and ground storage facilities within the water distribution system are critical to maintaining system pressures, system water quality, and providing volume to meet system demands.

Staff identified the Stratford elevated storage facility, located at 1225 Sunset Drive and shown on the attached map, as the first priority of the project. The selection of the Stratford facility was based on age, known condition; and required abatement of the existing epoxy based interior and lead based exterior coatings; required repairs and/or replacement of the cathodic protection, venting, and structural systems; and accessibility limitations with respect to the manway and ladders. An inspection of the existing facility was performed by Ozark Applicators, LLC in October of 2010 and the findings thereof are attached for reference.

 

Project History

On January 07, 2014 City Commission authorized Staff to advertise a Request for Proposals for Preliminary Engineering Services.

 

On January 08, 2014 Staff advertised the Request for Proposals for Preliminary Engineering Services via demand star online service and direct mailing.

 

On February 14, 2014 Staff received proposals from three (3) groups. Proposals were received from Black & Veatch, HDR Engineering Inc., and Lamp, Rynearson & Associates, Inc.

 

On March 25, 2014 the City Commission authorized Staff to negotiate an engineering services agreement with the most qualified respondent; Black & Veatch.

 

Project Status

Staff have negotiated an appropriate scope and fee for the initial phase of the project. The initial scope of work includes an updated inspection of the tank for compliance with AWWA, OSHA and KDHE requirements, as well as coating and structural condition; an assessment of the current cellular provider installations; budgetary options for a range of rehabilitation scopes to address deficiencies found during the inspection as well as potential recoating costs; budgetary options for the construction of a new elevated tank in the range of 0.5 MG – 1.0 MG and the demolition of the existing elevated tank; hydraulic modeling to evaluate potential storage volume and overflow elevation adjustments which could accompany the construction of a new tank; soil borings and surface samples for use in determining tank foundation requirements and existing soil conditions; and supporting exhibits and attendance at two public meetings. The final findings and recommendations will be presented in a report. Based on the report recommendations a future agenda item related to design engineering services will be brought before the City Commission.

 

The current inspection, geotechnical and alternatives evaluation scope of work does not fit within the adopted Engineering Fee Guidelines and Fee Curve. Staff have reviewed the individual scope tasks, and proposed hours, and find that they are commensurate with the work.

 

Project Funding

The program is included in the Department of Utilities 2013/2014 Capital Improvement Plan and adopted Rate Plans.

Action

Authorize the City Manager to execute an Engineering Services Agreement with Black & Veatch in the amount of $56,722.00 for Preliminary Engineering Services for Project UT1403 Evaluation of Rehabilitation and Replacement Options for the Stratford Elevated Tank.
