Agenda Item – Emergency Sewer Repair/1000 Block Delaware

 

Background:

During routine TV inspection of city owned sanitary sewer mains, Utility staff found a collapsed city sewer main in the 1000 block of Delaware. The 8 inch clay pipe sanitary sewer main was installed in 1932 and is located between E. 10th and E. 11th streets and Delaware and Pennsylvania. Staff moved from the upstream manhole to the downstream manhole to TV so they could determine how much pipe needed to be replaced. See attached photos.

 

TV inspection found a location in the main where the pipe changes direction by making a severe right turn. The TV camera cannot make it through the severe right turn. A manhole needs to be installed at this location. The city main is 25 feet deep, overheard power, cable and phone is too low for an excavator to dig and will have to be moved temporarily to allow for installation of the manhole.

 

The manhole needs to be installed in order to allow the TV inspection of the city main to determine the severity of the clay main collapse.

 

RD Johnson Excavating and Emery Sapp and Sons Construction were contacted about the repairs. RD Johnson was the only contractor to submit a price.

 

Project Funding:

Funding for the emergency sewer repair is from the 2014 O&M Budget.

 

Action Request:

Authorize the City Manager to execute an emergency purchase order with RD Johnson Excavating in the amount of $30,000 for the emergency sewer repair.
