Award Project Bid to Bettis Asphalt, Inc.

Background

On April 22, 2014, bids were received for project PW1135 6th & Iowa Geometric Improvements (see attached general layout plan):

Per the city/state agreement with KDOT for the turnback for 6th Street/US 40 from K-10 to Iowa, the state allocated $1,500,000 for geometric improvements at 6th & Iowa.  With the additional scope changes including the 10 foot shared-use path on the north side of 6th Street and extending of the RCB's, the project cost has exceeded the original budget.  The city received three close bids under the engineer's estimate and staff is recommending issuing $500,000 in general obligation bonds to fund the balance and proceed with awarding the project to Bettis Asphalt. 

 

The first phase of the project will include closing both RCB structures under 6th Street that serve Iowa and McDonald Drive for work to extend the structures and complete maintenance patching inside.  Turnpike traffic will be detoured to use the East Lawrence interchange and variable message boards will be installed on the turnpike to notify traffic.  The first phase has a completion date of six (6) weeks from the notice to proceed date with work not to begin before May 19, 2014 (day after KU Commencement).  Liquidated damages of $1000/per calendar day are in the contract for work in Phase 1 that exceeds six (6) weeks.

 

After completion of Phase 1 RCB work, remaining work will focus on widening 6th Street to the north and installation of sidewalk and traffic signals.  The contractor will be allowed to close a lane of traffic from 9:00 a.m. to 4:00 p.m.  The contractor shall have all four (4) lanes of 6th Street open to traffic before 9:00 a.m. and after 4:00 p.m.

 

Project Description

The primary scope of the 6th & Iowa project is to include a dedicated left turn lane for west bound traffic.  Sidewalk on the north side will be reconstructed as a 10 foot shared-use path and the existing guard rails on both north and south side of 6th Street will be replaced with a combination of safety barrier and new guard rails.  Additional improvements include an eastbound right turn lane, new sidewalk on the south side of 6th Street to Rockledge and new traffic signal equipment.  The Iowa approach will be restriped to include dual left turns to westbound 6th Street.  Pavement in the intersection will be milled and overlaid as the base is generally in good condition.  Signal equipment will be replaced with new black poles and include LED street signs.

Action

Approve bid from Bettis Asphalt for Project PW1135, 6th & Iowa Geometric Improvements in the amount of $1,933,426.50 provided the contractor can meet the terms established in the contract documents.

 

Adopt Resolution No. 7071, for the issuance of $500,000 of general obligation bonds for improvements at 6th & Iowa Street.
