7 East 7th Street; Use of Public Right of Way

Consolidated Properties Inc. of Lawrence, a Kansas corporation, owner of record of 7 East 7th Street, wishes to use a portion of the public sidewalk located next to the structure on that real property for use as a stairway and a mechanical lift device to permit access to the basement of that structure (see attached). The sidewalk is in the City’s Right of Way. Planning Staff has approved the Design Review Plan for the proposed stairway and mechanical lift device, subject to the owner's execution of a Right of Way License Agreement. Staff has prepared and the owner has approved a proposed Right of Way License Agreement, which would govern the use of the stairway and mechanical lift device occupying a portion of the sidewalk adjacent to 7 East 7th Street.

 

Action Requested:

Staff requests the City Commission to authorize the City Manager to execute a License Agreement with Consolidated Properties Inc. of Lawrence, a Kansas corporation, permitting it to use a portion of the sidewalk that is in the City's Right of Way for a stairway and mechanical lift device to allow access to the basement of the structure located at 7 East 7th Street.
