RE:

Interchange at Bob Billings Parkway and K-10, Project Number PW1122

 

Background:

The KDOT will be constructing an interchange at Bob Billings Parkway and K-10 beginning in 2014.  The bid date is in May.  The City and County entered into an agreement with KDOT participating in the cost of the interchange in the amounts of $1 million (City) and $528,000 (County) in August 2013.

 

Langston Heights Development is a residential development west of Langston Heights School on the north side of Bob Billings Parkway and has a commercial component (Langston Commons) with access to Bob Billings Parkway between K-10 and George Williams Way.

 

Project:

Discussion with the development, KDOT, and the City agree that a dedicated right turn lane from westbound traffic would be needed with the development.  KDOT has agreed to include this in the interchange plan.  A watermain will also need to be moved from underneath the proposed right turn lane.

 

The development has agreed to pay for all additional costs for the right turn lane and waterline relocation, no costs to the City. 

 

The School District has provided the necessary easement for the improvements.

 

Action Requested:

1)      Authorize Mayor to sign supplemental agreement with KDOT for the construction of a right turn lane on Bob Billings Parkway for an amount of $50,000.

 

2)      Authorize the Mayor to sign an agreement with Langston Heights Development, LLC for the construction of the right turn lane and water main relocation.  All costs to be paid for by Langston Heights Development, LLC.

 

3)      Authorize the City Manager to execute an engineering services agreement in an amount of $3,790.00 for design of the watermain relocation with Land Plan Engineering.  Staff Memo & Attachments

 

4)      Accept easement from USD 497 for the construction of the improvements.
