Please include the following item on the City Commission Agenda for consideration at the January 7, 2014 meeting:

Authorize the City Manager to execute an Engineering Services Agreement with Landplan Engineering in the amount of $3,790.00 for Design and Engineering Services for Project UT1210CS K-10 and Bob Billings Parkway Watermain Relocations.

 

Project Description

The project consists of the relocation of approximately 415 linear feet of 12” waterline in the area of Bob Billings Parkway and Legends Trail Drive, as shown on the attached map. The existing waterline in this area is in conflict with the new Bob Billings Parkway west-bound right-turn lane improvements.

 

Project History

KDOT is currently designing an interchange for the intersection of Highway K-10 and Bob Billings Parkway.  This project is anticipated to bid in summer of 2014 with construction completed in early 2016.  Review of the project’s updated plans show that portions of the existing waterline along Bob Billings Parkway will require relocation due to the addition of the north bound right turn lane. 

 

Project Status/ Details

 

The watermain relocation is includes approximately 415 linear feet of 12” diameter watermain.  This existing water line is shown on the attached map.  The proposed west-bound right-turn lane was added by KDOT at the request of the City and the Developer, Langston Heights Development, LLC.    Langston Heights Development, LLC has agreed to reimburse the cost for all work associated with this portion of the project due to the fact that this right-turn lane is upon the request of the Developer.  The estimated construction cost for the Bob Billings Watermain Relocations is $41,350.   

 

LandPlan Engineering is currently under contract with the City for the design of sanitary sewer relocations required by the KDOT Bob Billings Parkway and K10 interchange project. The proposed Engineering Services Agreement for the required watermain relocations is an extension of the current services being provided by LandPlan.

The table below reflects the proposed fee in relation to the estimated construction costs provided by Landplan and evaluated by City staff.

The basic A/E design phase ESA amount as a percentage of estimated construction cost of 9.1% and is in accordance with the recommended amount of 11.5% per the design fee guideline adopted by the City of Lawrence on January 11, 2011.

 

Staff anticipates completing the design phase in early 2014.

 

Project Funding

Funding for the project will be provided by the Developer, Langston Heights Development, LLC.  As a part of the agreement between the City and the Developer, the Developer agrees to pay the costs associated with the west-bound right-turn lane, including the watermain relocation and road improvements.  A copy of the agreement between the Developer and the City is attached.

Action Request

Authorize the City Manager to execute an Engineering Services Agreement with Landplan Engineering in the amount of $3,790.00 for Design and Engineering Services for Project UT1210CS K-10 and Bob Billings Parkway Watermain Relocations.
