Project Description
On October 8, 2013, the City Commission received an update regarding the above intersection reconstruction[1].
The project is an estimated $3 million dollar improvement to the intersection of 23rd Street and Iowa which includes street, waterline and landscape improvements (see attached landscape map). Project plans are finalized. KDOT plans to bid the project on February 19, 2014.
Various property interests are needed on each corner of the intersection in order to construct the improvements. Appraisals were conducted by Aul Appraisals in August and offer letters were sent to property owners in late August/early September.
On the southeast corner of the intersection, permanent and temporary easements are needed on the parcel with the CVS Store located at 2300 Iowa (see easement map). The tract is owned by Lawrence Lynx, LC. The property owner has accepted the appraised offer of compensation in the amount of $18,153 for the required property interests. These are the last easements to be obtained for the project. Eminent domain proceedings, previously authorized by the commission, will not be filed.
Action Requested
Authorize payment to Lawrence Lynx, LC in the amount of $18,153 for takings needed for the 23rd Street and Iowa project and authorize the mayor to execute required easements.
