Please include the following item on the City Commission Agenda for consideration at the December 17, 2013 meeting:

 

Award the Bid for Bid Number B1359, Project UT1102KA Kaw WTP Raw Water Intake Replacement to the low bidder Wolf Construction in the amount of $3,800,000.00 and authorize the City Manager to execute the construction contract.

 

Project Description

The project provides for the construction of a redundant surface water intake and raw water pipeline to the Kaw Water Treatment Plant (WTP), and modifications to and dredging in the area of the active intake as recommended in the November 2012 Kaw Water Treatment Plant Raw Water Intake Evaluation by Black & Veatch. The construction of the new intake and raw water pipeline will provide a redundant point of raw water diversion from the Kansas River for the Kaw WTP. These facilities will also serve as the first phase of Kansas River raw water supply required for the potential expansion of the Kaw WTP to a treatment capacity of 25 MGD. The modifications to the existing intake involve raising the top to above the new water surface as impounded by Bowersock Dam, installing a sediment shield on the intake pipe to reduce the intake of sand into the pipe and Low Service Pump Station No.2, and dredging in the immediate area of the intake. Additionally the two (2) abandoned intakes and piping will be removed. See the attached map indicating the location of the work.

 

Project History

January 24, 2012 - City Commission authorized execution of the Engineering Services Agreement for the work.

 

September 5, 2012 - Received draft report.

 

September 20, 2012 - Provided Staff review comments to Black & Veatch.

 

November 20, 2012 - Received updated report.

 

December 18, 2012 – City Commission authorized execution of Supplemental Agreement for the design of immediate modifications to the existing intake structure and dredging of accumulated river bed material in the vicinity of the intake. These improvements are currently being designed and permitted with dredging expected to take place this summer and construction of the modifications during fall and winter.

 

March 12, 2013 – City Commission authorized Staff to negotiate a Supplemental Agreement with Black & Veatch for engineering services related to the construction of a new intake and raw water piping.

 

May 7, 2013 – City Commission authorized the execution of a Supplemental Agreement with Black & Veatch for engineering and construction phase services for the project.

 

October 1, 2013 – Staff provided an update on the status of the project on the City Manager’s Report.

 

October 22, 2013 - City Commission set a bid date of November 19, 2013.

 

November 5, 2013 – Staff and representatives from Black & Veatch conducted a prebid meeting for interested contractors.

 

Project Status

On November 19, 2013, bids were received from the following three (3) bidders. The bids were opened and publicly read aloud.

Kissick Construction

$6,193,550.00

 

 

Engineer’s Estimate

$4,702,000.00

 

Black and Veatch has reviewed the bids, financial status and qualifications of the Wolf Construction and, per the attached letter, recommend awarding the bid to the low bidder Wolf Construction.

Project Funding

The project is included in the Department of Utilities 2013 Capital Improvements and Rate Plan and is identified in the proposed Bond Funds per Resolution 7019.

Award the Bid for Bid Number B1359, Project UT1102KA Kaw WTP Raw Water Intake Replacement to the low bidder Wolf Construction in the amount of $3,800,000.00 and authorize the City Manager to execute the construction contract.
