31st Street, Baker Agreement, Project No. 18P07S

 

The 31st Street Project from Haskell Avenue to O’Connell Road was bid by KDOT (Kansas Department of Transportation) with the SLT (South Lawrence Trafficway).  Emery Sapp & Sons, Inc. was the successful bidder.  The SLT Project has begun with some excavation on the east side of Haskell Avenue near 31st Street. 

 

The 31st Street Project does have a wetland component.  The City has worked with the Corps of Engineers, KDOT, and Baker University to develop an approved plan for mitigation.

 

Summarizing:

  • The City had to mitigate approximately 4 acres of wetlands and 6.9 acres for stream mitigation.
  • KDOT will allow the City to enhance additional property that they acquired for wetlands.
  • The City will pay KDOT approximately $6500 per acre for the 11 acres ($71,500) see attached expense proposal.
  • Baker has agreed to construct, maintain, monitor, and report to the Corps of Engineers for the City’s mitigation.  Essentially Baker will complete the City’s permit requirements.
  • Baker will meet all permit requirements for the City for an amount of $60,925.

 

This is a lot of work including reporting and monitoring for three years.  The plan includes site preparation, planting over 1300 trees and shrubs, and long term maintenance and reporting.

 

Again this project has been and continues to be successful due to the great partnerships with the Kansas Department of Transportation and Baker University.

 

Action Requested:

Authorize the Mayor to sign the agreement with Baker University for the completion of wetlands and Corps of Engineers permit requirements.
