An annual inspection of downtown city owned street lights have revealed a need for maintenance and replacement of some poles due to condition. There are a combination of 10’ decorative and 30’ street lights in the downtown area.

 

We evaluated the poles / street lights and their condition was rated on a scale from 1 to 5 (see attached report). The condition rating scale as follows:

We are recommending that action be taken to replace poles rated with a condition of 1 and 2. Presently there are 55 10’ and 2 30’ light poles rated 1 or 2.

 

Preliminary cost estimates show an average cost per pole of $2,000.00 (materials and labor). For a total estimated cost of $120,000.00.

 

Due to the estimated cost, this project would need to have a bid specification written and then put out for bids. We would like to proceed with this project as soon as possible and would anticipate having it completed prior to this winter.

 

Funding

Resolution 6937 secured funding for the several facility maintenance projects in an amount of $1.2 million. That resolution obligated $250,000 specifically for repairs to the New Hampshire parking garage. Those repairs were completed at a cost of $87,000.00, leaving a balance of $163,000.00. Remaining New Hampshire garage projects include an upgrade of garage lighting. That project is expected to cost $47,000.00. That would leave a balance of $116,000.00. Essentially, we are re-assigning the remaining balance to replace downtown street lights that are in critically poor condition. Bond Council advises that it is necessary to approve a separate funding Resolution.

 

This project would be funded utilizing proceeds from general obligation bonds from Resolution No. 7048, in an amount not to exceed $120,000.00.

 

Action Requested

Adopt Resolution No. 7048 and authorize project PW1346 to replace downtown street light poles as needed.
