K-10 and Bob Billings Parkway Interchange

 

 

 

 

The Kansas Department of Transportation (KDOT) is preparing to construct an interchange at K-10 and Bob Billings Parkway (BBP).  This project is planned to bid in the spring of 2014 and will be completed with the opening of the South Lawrence Traffic Way. 

 

The City, Douglas County, and KDOT have agreed that the City will contribute $1 million (part of the US-40 turnback agreement) due in 2015, and the County would contribute $528,000.

 

The project will be similar to the current interchange at 6th Street & US Highway 40.  The exit and entrance ramps will not be signalized at this time.  The K-10 Recreation Path will access the sidewalk that will be installed on BBP and will also extend under BBP to maintain continuity. 

 

N. 1500 Road will not connect to K-10 (as it is currently).  N. 1500 Road will be extended and tie in George Williams Way (GWW).  Mr. Jack Gaumnitz (Jell, Inc.) is the owner of the properties on both the North and South sides of N. 1500 Road.  He is going to provide right-of-way for the new 1500 Road alignment and the City will vacate the current right-of-way.  This provides a separation from Mr. Gaumnitz’s home and the new alignment (curvilinear) will slow traffic.  Attached is the interchange layout.

 

The City is also agreeing to install an access point for the Breithaupts onto Lake Pointe Drive.  KDOT will reimburse the City $12,000 for this work.

 

The Recreation Path will become the City’s to maintain.

 

Finally, the state needs additional right-of-way from a parcel of ground that the City owns (see attached map).

 

This agreement will be presented to the County Commission on Wednesday, August 21, 2013 for approval. 

 

Action Request

Authorize Mayor to sign Agreement Number 157-11 with the Kansas Department of Transportation for the construction of the interchange at K-10 and Bob Billings Parkway.

 

Authorize Mayor to sign a Conveyance of Real Estate by Warranty Deed, a Donation of Right-of-way and Waiver of Appraisal, and a General Warranty Deed for the donation of right-of-way of City property to the Kansas Department of Transportation for the construction of the interchange at K-10 & Bob Billings Parkway.
