RE:	Community Wireless Communication proposal for conduit installation near the Stratford Water Tower

Please place the following item on the consent agenda for the July 10, 2012 meeting:

Authorize the City Manager to accept the proposal from Community Wireless Communication regarding installation of a conduit near the Stratford Water Tower.

Background and Request:

In early 2012, the City Commission authorized a comprehensive agreement with Community Wireless Communication.  Additionally, the City Commission indicated a desire to partner with CWC on mutually beneficial projects where appropriate.  CWC has approached the City with a proposal to install a conduit from Oxford and Iowa Streets to the Stratford Water Tower.  CWC would fund this project in exchange for forgiveness on a $7,200 bill that is owed the City.  At the conclusion of the project, the ownership of the conduit would be the City’s.  Staff believes that the expenses incurred by CWC related to the project are in line with the $7200 owed the City.

The $7,200 bill stems from a billing that CWC invoiced the City for video services that are part of the City’s utilities security system.   The bill was for 2012 services.  Under the comprehensive agreement with CWC, the City is to receive these services at no cost.  However, the City paid the invoice in late 2011 and has subsequently rebilled CWC for this amount.   

Requested Action:

Authorize the City Manager to accept the proposal from Community Wireless Communication regarding installation of a conduit near the Stratford Water Tower.
