RE:	May 01, 2012 Agenda Item – Award Bid for Bid No. B1222, Project UT1104DS - Wimbledon Drive Watermain Replacement.

Please include the following item on the City Commission Agenda for consideration at the May 01, 2012 meeting:

Award the construction contract for Bid No. B1222, project UT1104DS Wimbledon Drive Watermain Replacement to the low bidder Westland Construction in the amount of $411,985.35 and authorize the City Manager to execute the contract.

Project Description:

Replacement of approximately 3,000 feet of existing 8” watermain along Wimbledon Drive from Inverness Drive to Crossgate Drive as shown on the attached exhibit. The existing watermain along Wimbledon Drive is ductile iron and was installed in 1982. The existing watermain has failed numerous times due to the highly corrosive soils present in this area; failures are exacerbated by the fact that the watermain was installed without protective measures against corrosion.

Project Status:

On April 17, 2012 bids were received from the following (4) bidders. The bids were opened and the bids listed below publicly read aloud.

Engineer’s Estimate:                               $758,445.00

Westland Construction:                           $411,985.35

Redford Construction:                                      $586,305.00

Wiedenman & Godfrey Construction:                  $648,600.00

Nowak Construction:                              $721,552.00

BG Consultants has reviewed the bids and qualifications of the low bidder and, per the attached letter and bid tabulation, recommend awarding the bid to the low bidder Westland Construction.

Anticipated Project Schedule

Award Bid                May 01, 2012

Notice to Proceed     May 21, 2012

Project Completion   August 9, 2012 (Wimbledon Drive)

Project Completion   September 03, 2012 (Alvamar)

Contract time for the project is 80 days to completion for the portion of the project from Inverness Drive to the west line of the Alvamar Golf Course property and 25 calendar days for the portion of the project from the west line of the Alvamar Golf Course property to Crossgate Drive.

Project Funding:

Funding for this project is from the remaining 2009 bond proceeds from the Build America Bonds. Per the terms of the Bond, these funds must be expended prior to August of 2012 to maintain their non-taxable status

Action Request:

Award the construction contract for Bid No. B1222, project UT1104DS Wimbledon Drive Watermain Replaement to the low bidder Westland Construction in the amount of $411,985.35 and authorize the City Manager to execute the contract.
