Please include the following items on the City Commission agenda for consideration at the March 13, 2012 meeting:
Authorize the City Manager to execute Change Order No.2 to the existing Construction Contract with Walters Morgan Construction for project WW0601 Anaerobic Digester Improvements increasing the contract amount by $22,928.00 and increasing the contract times by 10 days.
Project Description:
This Capital Improvement Plan (CIP) project was recommended as part of the 2003 Wastewater Master Plan. The project is required to increase the capacity of the wastewater plant’s solids processing stream to match the plant’s liquid processing capacity and provide wastewater treatment for a community of 100,000 persons.
Details:
Change Order No.2 represents a net INCREASE to the construction contract of $22,928.00 and adjusts the contract time by an ADDITIONAL 10 days. The attached change order describes the additional work covered. Black & Veatch and Staff have reviewed the proposed Change Order No.2 and recommend authorizing its execution.

Original Contract Substantial Completion July 2, 2012
Final Completion August 3, 2012

Note – the memo for CO1 contained an error in the time adjustment. These dates reflect the correct additional time due to CO1.

Construction Contract Costs:
Original Contract $3,130,000.00
Change Order No.1 $30,217.00

Current Contract Total $3,183,145.00
To date Change Order adjustments are 1.69% of the original contract amount.
Project Funding:
The project is funded from a combination of 2009 and reallocated 2007 Bond Funds. The total project budget is $6,159,302.00, with $5,725,287.25 remaining for construction. The 2009 Bond proceed balance of $5,249,302.00 are remaining from the Build America Bonds. Per the terms of the Bond 75% these funds must be expended prior to August of 2012 to maintain their non-taxable status.
Action Request.
