Project Description.  The microsurfacing project includes a number of City residential, collector, and arterial streets including N 2nd St/ N 3rd St from Lincoln St north to the City Limit, Connecticut St from E 7th St to E 15th St, and streets generally bordered by Kasold Dr to Wakarusa Dr and W 6th St to Bob Billings Pkwy.  Streets to receive microsurfacing are determined to be in generally good condition.  Those that are deteriorated beyond the recommended condition for microsurfacing will be included in future milling and overlay programs.

 

Project History.  The City’s annual pavement maintenance program was reviewed and approved by the City Commission on December 20, 2011.  Of the various program projects, the 2012 Concrete Rehabilitation Program is planned for bid on March 13, 2012, the 2012 Crack Seal Program (to be performed by City internal crews), the 2012 Overlay Program Phases 1 and 2, the KLINK Overlay & Geometric Improvements work on 6th St from Iowa St to Monterey Way, and the 2012 CIP Reconstruction of Wakarusa Dr from Research Park Way to Oread West Dr are also planned for this construction season as presented at the December 20, 2011 City Commission Meeting.

 

Project Details.  The project includes various surface and full depth patching of deteriorated areas on City streets followed by the microsurfacing of the entire pavement surface (see attached location map). All existing pavement markings will be reestablished.

 

 

 

To add, “Complete Streets” elements have also been proposed as part of this project such as:

 

1)    The inclusion of additional shared lane use (bicycle) pavement markings on Monterey Way from W 6th St to Bob Billings Parkway and on Connecticut St from E 7th St to E 15th St based on the recommendations of the Bicycle Advisory Committee.

 

2)    The beautification of the median/islands at the intersection of N 3rd St and the KTA I-70 Ramps.

 

3)    Coordination with the City’s internal Street Division crews to relay various brick sidewalk areas along the N 2nd St/ N 3rd St corridor of the project.

 

Project Funding.  The pavement maintenance program is funded from several sources including the general fund, gas tax funds, sales tax and sales tax reserve, and capital improvement reserve accounts.  Funding for the program was approved in August, 2011 and adopted in the 2012 City Budget.  This project was included in the 2012 Pavement Maintenance Program for microsurfacing to be paid from the general fund.

 

Action Request.  Approve the “Base Bid” and “Alternate Bid” from Vance Brothers, Inc. for the 2012 Microsurfacing Program, Project No. PW1204, in the total amount of $1,561,648.19 provided the contractor can meet the terms established in the contract documents.
