
Connectivity in the City of Lawrence supports accessible, sustainable methods for safely moving people and information throughout the community and the region. With this outcome guiding our work, the City of Lawrence Municipal Services & Operations Department coordinates the pavement management for the City, including:
- Routine maintenance of the City’s 885 lane miles of streets
- Alley, curb, and gutter maintenance
- Ice and snow control on public streets
- Kansas River and Mud Creek levee maintenance
- Street Sweeping
- Lawrence Regional Airport infrastructure maintenance
2025 Street Maintenance Program
Beginning Monday, June 2, work will begin in several locations across Lawrence for the 2025 Street Maintenance program. Street maintenance is a key part of how we care for Lawrence. These improvements extend the life of our roads, reduce long-term repair costs, and make everyday travel safer and smoother—for everyone.
Michigan St. – W 2nd St. to W 6th St.
Beginning June 2, maintenance will begin on Michigan St. from W 2nd St. to W 6th St. Work will begin from 6th St. to 4th St., and then move north from 4th St. to 2nd St. This area of Michigan St. will be closed to thru-traffic, with access remaining for local traffic. Detours will be posted in the area.
The work includes mill, patch, and asphalt overlay, as well as curb and gutter repairs in various locations. The City anticipates this work to end August 7, pending weather or other delays.
Congressional Dr. – W 6th St. to Overland Dr.
Beginning June 4, maintenance will occur on Congressional Dr. from W 6th St. to Overland Dr. Work will include milling, patching, and asphalt overlay. Northbound and southbound traffic will be maintained in the area during this project. The City anticipates this work to end July 8, pending weather or other delays.
Rockledge Rd. – W 6th St. to McDonald Dr.
Beginning June 2, street maintenance work will take place on Rockledge Rd. from W 6th St. to McDonald Dr. Work will include milling, patching, and asphalt overlay. Rockledge Rd. will be closed to through traffic at McDonald Dr., with access remaining for local traffic via 6th St. Detours will be posted in the area.
The City anticipates this work to end July 24, pending weather or other delays.
North Lawrence Street Maintenance Work
Beginning June 2, street maintenance will take place in the west area of North Lawrence between N 2nd St. and N 7th St.. Work will begin in the south near Elm St. and Walnut St. and proceed north as the project progresses. This work will include milling, patching, microsurfacing, intermittent curb and gutter work, and asphalt overlay.
The City anticipates this work to end October 23, pending weather or other delays.

Pavement Condition Index (PCI) and Map
The City conducted a street condition data collection in 2023 to complete a city wide Pavement Condition Index (PCI) rating assessment. Our team performs data collection on a three year cycle, with the last round being conducted in 2023.
The City has 885 lane-miles of streets. Currently, there are 363 lane-miles in satisfactory condition or better which equates to a PCI of at least 70 on a PCI scale of 1 to 100. The overall PCI average for City streets is 63.1 with the goal of attaining an overall average PCI of 70. The collected data is utilized through pavement management program modeling software to assist in making street maintenance planning decisions and identify budget needs to reach goals with the lowest cost of ownership.
2025 Street Maintenance Program
The City Commission adopted a budget of approximately $11,095,000 to be utilized for the 2025 Street Maintenance Program (MS6-M25000). Contracted milling, patching, micro surfacing (pavement surface seal), asphalt overlay, crack sealing, and concrete rehabilitation maintenance are planned for 2025 as reflected on the interactive program map.
The Street Maintenance Program consults the Bikeways Map to determine if on-street bike facilities should be included with a project. The bike plan strives for a level of comfort of 3 or below, but there are times when the preferred bikeway separation is not feasible due to the scope of the maintenance project. The improvements proposed are based on the street width and funding constraints. Some streets in the plan include sharrows or have existing bike facilities that will be reestablished.
2025 – 2029 Five-Year Street Maintenance Program Plan
Staff has also completed a five year street maintenance plan including 2025 through 2029. Archived Street Maintenance Maps
Crack Seal Program
Our crack seal program facilitates preventative maintenance on streets that have been identified for crack sealing.
Crack sealing is a preservation treatment process in which hot sealant is applied to cracks in pavement to prevent water intrusion, thus extending the life of our roadways.
Typically during crack seal applications, crews will perform crack sealing work through the week, Monday through Saturday from 7 AM to 7 PM, to complete the list of identified streets. In each work location, various temporary lane closures will occur on the day of scheduled work to allow the mobile crack sealing work to be performed.
No Parking Signs:Â
- Generally, within 24 to 72 hours of placement of the no parking signs, City contractors will complete crack seal work in the area and remove signs.
- After the local work is completed, signs and restrictions will be removed.
- Crack sealing is a short duration mobile operation.
Please be mindful of crews and reduce speed in areas where work is being performed.
