Purchase of one Automated Side Load Refuse Truck |
Background
Public Works Solid Waste Division identified replacement of units 424 and 425. Both units are 2006 Sterling LT9513 rear load refuse trucks. Both units are accumulating high repairs costs and have been determined to be at the end of the life cycle of a refuse truck. The equipment replacement schedule is based on age, mileage, hours of use, and cost of maintenance and upkeep. Two rear load units will be replaced by one automated side loader (ASL).
Project Description
In efforts to increase efficiencies and the move to an automated fleet, Solid Waste Division demonstrated several units over the 2015 season. Operators used the demo units on daily routes to determine operator ease of use, equipment functionality, and route efficiency. After staff review, it was determine one unit met the requirements that operations and maintenance staff required for operational efficiency. The Scorpion Automated Side Load Refuse unit was determined to meet the needs of Solid Waste operations. Downing Sales and Service Inc. can provide one DaDee Scorpion ASL on a Mack chassis under the HGAC cooperative purchasing agreement for $267,747.00. Downing Sales and Service have allowed $40,000 per unit trade to apply to the ASL pricing. This will bring total cost of one (1) automated side load refuse truck to $187,747.00.

Funding
Funding for one (1) Automated Side Load Refuse truck was approved in the 2016 budget process. Account 502-3-3515-6004
Staff Recommendation
Public Works Solid Waste and Central Maintenance Staff recommend the purchase of one (1) Automated Side Load Refuse truck, utilizing the HGAC cooperative purchasing contract from Downing Sales and Service Inc.
Action
Authorize the Solid Waste Division to purchase (1) Automated Side Load Refuse truck from Downing Sales and Service for the net amount of $187,747.00 through the HGAC cooperative purchasing contract.
