Meeting called to order 11:05 am

 

The Board reviewed minutes from the September 10, 2015 meeting. Micah Kimball moved to approve minutes as written, Seconded by Kevin Markley.  Motion passed 5-0.

 

Kimball questioned a previous amendment voted on and approved and accidentally left out of the 2012 residential code amendments.  The amendment called for clearance revisions for R-1 and R-2 door entrances.  Kimball requests the proposed amendment is revisited and added to the 2015 code amendments.  Smalter stated the amendment for drinking fountain requirements is not present in the code amendments.  Staff will research. 

 

Smalter stated the goal is to provide written amendments from all boards for review at the next BCBoA meeting.

 

Board members briefly discussed a preliminary amendment for site maintenance code.  The board agreed to wait for a revised proposal from Barry Walthall.

 

Queen informed the board of new plan review procedures for solar roof panels.  The fire department will now review plans to check for fire code compliance in addition to the building safety division plans examiner review.

 

Smalter reported the Building Safety Division has previously required contractors to provide a hard-copy set of project plans with permit applications for one- and two-family new construction projects (minimum 1/8” scale and fully dimensioned on 11’ x 17” minimum size plans sheets). Effective immediately, contractors who electronically submit one- and two-family new construction permit applications, along with appropriately scaled and legible 11” x 17” project plans in electronic format, will no longer be required to submit a hard-copy set of project plans with their permit applications.  Staff will determine if a code amendment shall be required.

 

The board began conversation of significant changes to the International Existing Building Code (IEBC) with a lengthy discussion over IEBC 406.2 and 702.4.  The code dictates the limits on window openings and sill height requirements.  The board decided to not amend the code sections.

 

Markley motioned to adjourn, Seconded by Kimball.  Motion passed 5-0.  Meeting adjourned 11:55 p.m.
