Meeting called to order 11:04am

 

The Board reviewed minutes from the August 13th, 2015 meeting. Kevin Markley moved to approve minutes as written, Seconded by Sean Reardon.  Motion passed 5-0.

 

The board proceeded with review of the 2015 IBC. The board started with reviewing the amendments to the 2012 IBC.  Queen presented the amendments.

 

Kimball asked for clarification of section 903.1.2 and 903.1.3 as applied to group R3 and R4 buildings. Reardon explained the difference between condition 1 and condition 2.

 

More confusion arose about the need for an amendment when the amendment is now part of the code. Queen clarified that in 2012, the code was amended to require automatic sprinkler systems in accordance with 903.3.1.2 for group R3 and R4 condition 1 and R4 condition 2. Therefore, to carry over the amendment to 2015 all R3 and R4 classes would be sprinkled.

 

Additional questions continued about section 903.2.8. Queen stated staff would research these areas of confusion and bring back clarification at the next meeting.

 

Discussion then started on Section 2902.2. Separate facilities.  Planning staff has requested that the occupant load be increased in exception #2 from 15 to 25. After some discussion the board opted to raise the occupant load to 30. All members were in agreement.

 

Queen pointed out 2902.2 Exemption #4 is no longer needed because it is addressed in 2015 IBC P2902.3 Exception #2.

Building Official Barry Walthall arrives to offer input on several issues. Walthall agreed that raising the occupant load from 15 to 30 in section 2902.2 was reasonable and prudent.

 

Queen distributed a proposed addition to the code to board members detailing some construction site maintenance rules. Items detailed were proper receptacles and procedures for containing construction debris. Also addressed was the need to contain windborne litter and debris from adjacent properties.

 

Markley asked for clarification of construction site fencing requirements. Walthall responded that recent newspaper articles were not entirely accurate. Walthall stated the code requires barricades within certain distances of public sidewalks. Locations are dependent upon conditions and variables of the job site. Walthall stated pedestrian protection is the goal of the fencing required by code.

 

Kimball was concerned with some of the wording in the construction site maintenance rules. Walthall agreed to make adjustments in the wording to clarify any ambiguity. The board was supportive of the sight maintenance rules and would revisit them at the next meeting.

 

Wethington inquired where staff was in regards to final IRC electrical amendments. Walthall responded that the electrical board was meeting today and amendments were close. Also, one thing that staff wants to do is put together a complete package of ordinances so that all boards could look at them in a final form before they are sent to the city commission.

 

Bobby Flory asked Walthall if the city was still trying to adopt the new codes by December. Walthall said yes, with a recommended adoption date of July 1st, 2016.

 

Reardon asked if the BCBOA would be involved in adopting new codes for Animal Facilities. Walthall said the fire code board would have the lead role in that area. Walthall said he saw no reason that those proposed codes could not be brought to the BCBOA for input. Walthall stated that amending new fire codes into the IBC would not be required. The more restrictive of the two codes would apply.

 

The board agreed to begin review of the IEBC at the next meeting.
