9th Street Watermain Relocation between New Hampshire and Rhode Island for 100 East 9th Street Project.

 

Background

The City received a request from Treanor Architects, on behalf of 100 East 9th Street, LLC, the current owner of 100 East Ninth Street property, to consider a cost sharing arrangement on the project.  The applicant was requesting $46,775 for the relocation of approximately 130 feet of existing watermain on 9th Street between New Hampshire and Rhode Island.

 

The existing watermain is 8 inch PVC installed in 2002, as shown in the attached map, and is in good condition.  However, due to the proximity of the existing watermain to the proposed building it is necessary to relocate the watermain to obtain the minimum 15-foot separation requirement per section 5905.1 of the City of Lawrence Design Criteria. 

 

Project Details

The applicant’s requested amount of $46,775 was estimated by Utilities staff using average unit prices from recent bids.  To bid the proposed work competitively, it is estimated that the project could not be completed until mid April at the earliest.  Due to the timing of construction activities of the proposed building at 100 East 9th Street, competitively bidding the watermain relocation could cause delays to the building project. 

 

In lieu of providing funding without a competitive bid and to avoid the time associated with competitively bidding a project, the 9th street watermain work could be completed by Utilities in-house watermain construction crews.  The in-house crew work can be redirected to start this watermain relocation immediately, with completion by mid March.

 

Project Funding

The project will be funded from the Department of Utilities operations and maintenance budget.

Action

Authorize staff to relocate the watermain on 9th Street between New Hampshire and Rhode Island.
