RE:

CINT Commander Deployable Telephone System and 836 Tactical Phone

Background

The Crisis Response Team (CRT) currently has a deployable telephone system that is utilized in barricaded or hostage situations.  The phone is used for a communication system with suspects in crisis situations.  The phone is past end of life and is starting to deteriorate in sound and communication quality.

Project Description

The negotiation team has researched different phone systems that are in use on the market today.  They have located a system that offers several amenities that are standard in the industry today (3,000 feet of cable, recording abilities, computer program, multiple users, etc.).  The phone system integrates with computer software that allows for accurate documentation of events during a crisis situation.  The proposed phone system is offered from a sole source vendor and is only available to law enforcement.   This system is used by other regional jurisdictions and is considered a law enforcement best practice.

Funding Sources

The necessary funds for the purchase of the phone system ($27,249) were identified in the 2015 general fund equipment line item.

Staff Recommendation

Police Department staff requests approval from the City Commission to authorize the purchase of a CINT Commander system and the 836 Tactical Phone from the sole source vendor, 836 Technologies, for a price of $27,249 to replace the outdated phone system.
