Re:

March 25, 2008 City Commission Agenda – North Iowa Street and I-70 Waterline and Sanitary Sewer Relocations

Please include the following information on the consent agenda for the City Commission meeting of March 25, 2008.

Award the bid for the North Iowa Street and I-70 Waterline and Sanitary Sewer Relocations (UT0707DS) to the lowest bidder, Meadows Construction Company, Inc, in the amount of $287,087.00, and authorize the City Manager to execute a contract agreement for the project.

Project History:

The Kansas Turnpike Authority (KTA) have proposed I-70 road improvements that require the City to relocate a 16-inch waterline and an 18” sanitary sewer main that cross I-70 west of the North Iowa Street bridge.  On December 18, 2007, the City Commission authorized the City Manager to enter into an Engineering Services Agreement with HNTB for waterline and sanitary sewer relocation design and construction drawings (see the attached map). HNTB was chosen to design the City’s utilities relocation based on their knowledge of the requirements gained through their work with the KTA for the design and construction drawings of the Interstate 70 road improvements.

On February 26th, 2008, the City Commission authorized the Department of Utilities to advertise for bids for the construction of this project.

Bid opening results:

On March 18, 2008, at 2:00 pm, the following six bids were received, opened, and publicly read aloud:

Meadows Construction Co., Inc.                   $287,087.00

Linaweaver Construction, Inc                         $326,615.00

Nowak Construction Co., Inc.                         $348,432.50

Redford Construction, Inc.                              $406,705.00

            Site Rite Construction Company                    $422,379.00

            I-Con Underground, LLC                                 $459,495.00

All bids were accompanied with the required bid bonds.

Staff have reviewed the bids and the qualifications of the low bidder and recommend awarding the bid to the low bidder Meadows Construction Co., Inc.

The project is scheduled to be completed May 31, 2008.

Project Funding:   Funding for this project will come from the non-bonded construction fund from the Department of Utilities.

Action Request:   Award the bid for the North Iowa Street and I-70 Waterline and Sanitary Sewer Relocations  to the lowest bidder, Meadows Construction Company, Inc, in the amount of $287,087.00, and authorize the City Manager to execute a contract agreement for the project.
