Staff has provided response to the following items identified by Commissioners related to development of the 2009 budget. 

• Further investigation on possible enhanced City wellness programs.  City Manager’s recommended budget to include on-site wellness clinic.  Healthcare Committee Memo

• Compare staffing for peer communities by department.  FTE Comparison Information (in progress) (Updated July 11.  July 14 agenda discussion item.)

• Report from other jurisdictions supporting minimum staffing per program improvement request from Fire/Med.  See above

• Information on KPERS/City/employee contributions, history and projections.  Human Resources memo

• Capital/debt budget projections and information; including various capital project scenarios and impact, if any, on mill levy.  Bond and Interest Fund Projection Bond and Note Issuance Table

• Ambulance rate ordinance/resolution on future commission agenda – discussion of County/City agreement.   Memo on recommended ambulance rates Ambulance fee projection

• Revenue enhancement concepts from Fire/Medical, including false alarm charges.  Staff continues to follow up on this item with the first priority being false alarms

• Fire/Medical overtime/extraboard/hiring new personnel and opportunities for cost savings.  Staff continues to review this information and will provide to the Commission.

• Health department conversations with other Douglas County cities.  map

• Provide percentage of health department services provided to city residents.  Health Department to provide

• Provide estimate of energy savings and licensing costs relating to server consolidation.  Memo on server replacement

• This summer, discussion of infrastructure projects relating to economic development.

• Provide consolidated review/analysis of personnel costs in utilities to reflect reorganization and examine staffing levels.  See response memo to Commissioner Chestnut questions

• Utility performance information compared to other communities (cost per gallon to treat, etc.). Utilities staff continues to work to provide comparative data

• Responses to 7/6/08 Memo from Vice Mayor Chestnut.  Staff Memo

• Provide information on utilization of technology to achieve efficiencies in delivery of services.  (July 14 agenda discussion items)

• Provide analysis of Street Light costs.  City Auditor Memo

• Provide Information on Charter Ordinance 33 regulating use of local liquor tax funds.  Legal Department Memo

• Provide additional information on CIP and related information on debt service for economic development.  (July 14 agenda discussion items)

• Provide additional information relating to the recommended expansion to the residential rental inspection program, including numerical data from code enforcement relating to the existing program and potential utilization of Fire Department staff in an expanded inspection program.  (July 14 agenda discussion items)

• Provide information on utility projects and the impact of construction alternatives on rates and system operations.  (July 14 agenda discussion item)
