Outside Agency Funding Process for 2009

 

Below is information related to the outside agency funding process for 2009.

 

Background

Each year the City allocates funding to a number of outside agencies in our community through the budget process.  Some of the funding comes from liquor tax in the Special Alcohol Fund.  It is allocated to agencies that provide prevention, intervention, and treatment of alcohol and drug abuse in our community.  Funds from the General Operating Fund are also allocated to agencies that provide a variety of services, ranging from after-school programs for kids to economic development.  Special Recreation funds are allocated to agencies, like the Arts Commission, that provide cultural and recreational opportunities in the City. 

 

The attached table shows the agencies that received funding from the City in 2007 and 2008, and the amount of funding they were budgeted to receive from all City sources, including CDBG and HOME grant funds.   

 

Allocation Process

In early April, a letter was mailed to agencies informing them applications for 2009 funding were available.  The letter also notified the agencies that, due to revenue constraints, it was unlikely that the City Manager would be able to recommend any increases in funding.  Agencies were asked to submit their applications by May 2, 2008. 

 

Once submitted, applications for special alcohol funding will be reviewed by the Alcohol Advisory Board, who will then provide the City Commission with recommendations for funding.  The City Manager will also recommend how the special alcohol funds should be allocated as part of his recommended operating and capital improvement budget. 

 

Applications for special recreation and general fund dollars will be reviewed by a committee made up of the City Manager and other staff, as well as two City Commissioners.  The committee will then provide the City Commission with their recommendations.  The City Manager will also recommend allocations as part of his recommended operating and capital improvement budget.
