October 5, 2009 Minutes

 

MEMBERS PRESENT:  Jim Woods, Chair; Ken Miller, Vice-Chair; Scott Criqui; Robert Hagen;  Dan Harden; Richard Heckler; Robin Smith; and John Ziegelmeyer, Jr.

 

MEMBER ABSENT:  Jason Novotny

 

STAFF PRESENT:    David Woosley, Public Works Department

 


 

 

Chair Jim Woods called the meeting to order at 7:00 p.m. in the City Commission Room, City Hall, 6 E. 6th Street.

 

 

 

 

ITEM NO. 1:

 

Review and approve the minutes of the Traffic Safety Commission meeting, July 6, 2009.

 

 

 

ITEM NO. 2:

 

Review and approve the minutes of the Traffic Safety Commission meeting, August 3, 2009.

 

MOTION BY COMMISSIONER SMITH, SECONDED BY COMMISSIONER MILLER, TO APPROVE THE MINUTES OF THE TRAFFIC SAFETY COMMISSION MEETING, July 6, 2009 AND AUGUST 3, 2009; THE MOTION CARRIED 6-0-1(Criqui).

 

 

 

 

 

 

ITEM NO. 3:

 

Consider construction of partially raised medians at the intersection of Atchison Avenue and the Clinton Parkway Frontage Road.

 

David Woosley presented the information provided in the staff report.

 

Public comment:

 

Paul Houle, 2201 Vail Way, President of Parkway Gardens Townhomes Association:  We have a problem with traffic coming off of Clinton Parkway and cutting the corner onto the frontage road and there have been several near misses involving eastbound vehicles on the frontage road; we want something to slow the traffic and keep the traffic in the proper lane; .

 

Commissioner Hagen arrived.

 

Commissioner Miller asked what the estimated cost would be to construct the medians; Woosley advised that had not been determined yet.

 

Commissioner Ziegelmeyer asked if a cost estimate would be provided to the City Commission; Woosley advised that it would be.

 

Commissioner Heckler:  They are effective; I think it is an acceptable solution and I would support the construction.

 

Commissioner Criqui asked Mr. Houle if the association was happy with the solution; Houle advised that they were.

 

MOTION BY COMMISSIONER HECKLER, SECONDED BY COMMISSIONER SMITH, TO RECOMMEND THE CONSTRUCTION OF PARTIALLY RAISED MEDIANS AT THE INTERSECTION OF ATCHISON AVENUE & THE CLINTON PARKWAY FRONTAGE ROAD; THE MOTION CARRIED 8-0.

Commission Items:

 

Commissioner Criqui asked if there should be a speed limit sign where the speed limit changes from 35 to 30 on eastbound 4th Street; Woosley advised that there should be.

None.

 

 

 

 

The meeting adjourned at 7:15 P.M.  The next scheduled meeting is Monday, November 2, 2009.
