Capital Improvement and Maintenance Plan 2004-2006
Summary
The attached information was developed with input from the Public Works, Parks and Recreation, and Utilities Departments. Responsibility for maintaining public facilities in downtown Lawrence involves operations from a number of City departments and there has been a history of coordination and cooperation as projects are planned and completed. Examples include scheduling street resurfacing projects as sanitary sewer replacement projects are completed, along with replacing waterlines and storm sewer pipes when streets are excavated for sanitary sewer improvements.
This short-term (2004-2006) Capital Improvement and Maintenance Plan has been developed to provide direction to departments involved in coordinating infrastructure projects in the downtown area. It is important to note that this is a plan, not a budget, and that revenue availability will be a major consideration in the actual scheduling of projects identified in the plan.

Parks and Recreation Department
- Replace four remaining drinking fountains
- Bench replacement program
- Add additional benches where appropriate
- Tree replacement of 15-25 each year
- Rebuild/replace bus stop on northwest corner 9th and Massachusetts
- Maintenance projects:
- Increase seasonal color in mid-block and corner planters (Irrigation required in these areas)
- Curb and sidewalk repair
- Remove/replace brick walls in New Hampshire and Vermont parking lots
- Upgrade electrical services in planters
- Replacement programs for meter/light poles (installed in 1970's) along Massachusetts Street
- Enlarge tree planters in 600 Block of Massachusetts
Recently Completed Projects
- Installed irrigation in the parking lot south of City Hall
- Installed drip tube in a number of shrub beds in downtown parking lots
- Installed new irrigation and landscape at the Lawrence Arts Center
- Replaced four drinking fountains
- Painted light poles on the 600 to 800 blocks of Massachusetts Street
- Replaced a number of trees on Massachusetts Street and other downtown locations (planted 55 trees, 208 shrubs, 100 perennials, 600 tulips, 169 mums)
