American Recovery and Reinvestment Act of 2009

On Tuesday, February 17, 2009, President Obama signed into law the American Recovery and Reinvestment Act of 2009 (ARRA). As a result, Kansas received an estimated $348 million for road and bridge projects and an estimated $30 million for transit.

The Kansas Department of Transportation (KDOT) created a pool of $34 million for city and county projects outside of the Kansas City and Wichita areas. The northeast section of Kansas, of which Douglas County is a part of, was allocated approximately $11 million. Seven projects were submitted to receive a portion of those funds by Douglas County, Lawrence, and Eudora. Of those seven projects, the project to reconstruct the intersection at North 2nd Street and Locust Street in Lawrence was selected to receive $2 million in ARRA funding.

KDOT also selected 14 projects to receive funds through the Transportation Enhancement program. The total cost of the selected projects was approximately $11.4 million with a minimum 20 percent of the project cost coming from the project applicants. Two projects from the city of Lawrence were selected to receive a portion of this funding:

  • Brick Street Restoration on New York Street from 9th Street to 12th Street
  • Pedestrian/Bicycle Path Replacement on Clinton Parkway from Wakarusa Drive to K-10
Lawrence is also scheduled to receive $1.93 million for transit projects. Transit operators must obligate half of the total statewide funds ($16 million) within 180 days.
