Director of Parks and Recreation 1975-2007

Fred DeVictor, and his wife Karen, came to Lawrence to serve as the assistant director of Lawrence Parks and Recreation in January, 1970, after serving in the parks and recreation profession in New Jersey, Virginia and Ohio. He grew up in Pennsylvania and received a bachelor of science in parks and recreation from Pennsylvania State University in 1964.

After the retirement of Wayne Bly in the winter of 1975, Buford M. Watson Jr., City Manager, appointed DeVictor director of parks and recreation. He was only the third director of that city department, which was formed in 1946.

The DeVictors have three children: Chris, Cameron and Darcy, who all went through the Lawrence public school system. The boys received degrees from the University of Kansas and Darcy from Drake University. Karen taught in the Lawrence USD 497 school system. DeVictor retired after 37 years service to the City of Lawrence, calls Lawrence home and is enjoying the many parks and recreation opportunities in Lawrence.
