LAWRENCE PARKS AND RECREATION ADVISORY BOARD
June 10, 2003

Board Members present: Chair, Tom Bracciano, Vice Chair, Alice Ann Johnston, Sharon Spratt, Richard Konzem and Bill Penny. Staff Present: Fred DeVictor, Ernie Shaw, Mark Hecker, Roger Steinbrock, Jimmy Gibbs and Rob Wyrick.

Meeting was called to order by Chair Bracciano. Minutes of the May 13th meeting were approved on a motion by Johnston, 2nd by Spratt.

DeVictor reported that the City Commission accepted the recommendation of the Board to rename the AT&SF tributary "Burroughs Creek".

DeVictor reported on the May 29th tour of the Sesquicentennial Plaza site, sponsored by the Lawrence 150 Committee and thanked Johnston for attending to review the area. The Corp of Engineers has approved the concept for the overall master plan and has sent a supplemental agreement of an additional 97 acres for the City to consider.

Hecker presented the idea of an arboretum between YSI and the Clinton Lake Softball Complex, which has been approved by the Rotary Club as a project to celebrate their 100th birthday in 2005. It would be known as the Rotary Arboretum.

Staff discussed the Department budget proposals for 2004 and reviewed recommended fee increases for the cemetery, golf course and swimming pools. Gibbs presented a more detailed report on multi-year pool fee recommendations with monthly and annual passes increasing in 2004 and daily fee increases in 2005.

Steinbrock reported he was working on the fall leisure activities brochure, which will be distributed beginning August 3rd.

Shaw reported on a wide variety of programs, which are being held with few problems. Employee's background checks were conducted for part-time employees for the first time this year.

The Board delved into a philosophical discussion of the pros and cons of cell towers in parks. DeVictor indicated that more and more requests can be anticipated for cell towers locations and there could be revenue generated from this. Some have suggested there should not be cell towers in parks because of aesthetic reasons and people go to parks to relax and get away from other distractions.

Board members discussed some areas where they would not be appropriate and possible ways to blend them into the surroundings. The Board suggested cell towers not be ruled out but considered on an individual basis if requests or proposals are made to the City for tower locations in parks.

Board members ask to delay the next meeting a week due to several being out of town. Meeting adjourned at 1:20P.M. Next meeting July 15th at Prairie Park Nature Center, 2730 Harper.
