General Information:  Each year, the City Commission considers requests for the allocation of dollars to a number of agencies that provide services benefiting the Lawrence community.  The decision on funding a request will be made during the City’s annual budgeting process.  The decision will be based upon the availability of funds, the need demonstrated through the agency’s application, the stated objectives of the applicant’s program, past performance by the agency in adhering to funding guidelines (as appropriate), and the ability to measure progress toward the program objectives. 

 

Instructions:  Applications for 2008 funding must be complete and submitted electronically to the City Manager’s Office at cliebst@ci.lawrence.ks.us by the deadline of 5:00 pm on Wednesday, May 2, 2007.

Section 4.  Statement of Problem/Need to Be Addressed By Program

 

A.           Provide a brief statement of the problem or need your agency proposes to address with the requested funding and/or the impact of not funding this program.  The statement should include characteristics of the client population that will be served by this program.  If possible, include statistical data to document this need. 

 

The Douglas County and City of Lawrence Commissions established the ECO² Commission by joint resolution to advise the city and county regarding:

 

The joint resolution instructed the ECO² Commission to be guided by the following:

 

 

The ECO² Commission has focused primarily on:

·        The completion of a long-term plan for the identification, evaluation, and selection of land for the development of industrial/business parks and open space preservation

·        A process for implementing the plan

·        The consensus building necessary for its success 

 

The completed plan reflects hundreds of hours of volunteer assistance from numerous citizens with diverse expertise and interests, and, the continuation of a collaborative process between open space and economic development proponents initiated six years ago.

 

The ECO² Commission convened work groups to complete the components of the plan. The work groups included diverse representation from the citizens of Douglas County and were pivotal in the consensus building required to complete the plan.  ECO² Commissioners provided leadership for the work groups and presented each work group’s draft of a plan component to the ECO² Commission for final approval and incorporation into the completed plan.

B.           How was the need for this program determined?    The ECO² Commission is a jointly appointed Commission by the City of Lawrence and Douglas County to address the need for open space preservation and industrial/business development.  This was a result of a report to the Commissions by the Lawrence Chamber of Commerce in 2003.

 

 

 

 

 

 

 

 

 

 

C.           Why should this problem/need be addressed by the City?  It is a Community need to diversify the tax base with increased economic development.  The ECO² Plan deals with public projects and money and is responsible to local government.

 

 

 

 

 

 

 

 

 

 


Section 4.  Description of Program Services

 

A.           Provide a brief description of the service you will provide and explain how it will respond to the need you identified in Section 3.  The description should include how many clients will be served, and should describe as specifically as possible the interaction that will take place between the provider and the user of the service. 

 

The requested funding has been and will be used to support the planning and implementation process of the ECO² Plan completed in 2007.  In 2008 the greatest need will be to provide support on implementation of the plan and to continue our work in public education and outreach. 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

B.           Describe any efforts your agency has made to explore the community to determine if there are any other agencies providing similar types of services.  What efforts have you made to coordination services? 

 

This is a voluntary program to be used as a tool when public money is used to develop an industrial or open space project.  Since it is not regulatory we are not aware of any other agency doing such a thing.  It is strictly driven by volunteers.

 

 

 

 

 

 

 

 

 

 

 

 

Section 5.  Program Objectives

 

Please provide three specific program objectives for 2008.  Objectives should demonstrate the purpose of the program and measure the amount of service delivered or the effectiveness of the services delivered.  A time frame and numerical goal should also be included.  Examples include, “75% of clients receiving job training will retain their job one year after being hired,” “increased fundraising efforts will result in a 15% increase in donations in 2008,” “credit counseling services will be provided to 600 clients in 2008,” “new digital arts program will serve 275 students in 2008” etc.  Applicants will be expected to report their progress toward meeting these objectives in their six month and annual reports to the City. 

 

 

 Program Objectives

 

 

1.

 

A web site will be developed as an educational tool to keep the public informed about the ECO2 plan and activity.  This web site will be developed by the spring of 2008, updated weekly, and we will provide an opportunity for users to comment on the effectiveness of the site.  Number of hits and sessions will be recorded to use as baseline data for evaluation in the future.

 

 

 

 

2.

The implementation phase of the ECO2 plan will be developed during 2008. Workgroups will be established to assist with the design.  50 community residents will be involved in creating this structure. When a demonstration project is identified this procedure will be used to evaluate and implement the project.

 

 

 

 

 

3.

Twenty five public presentations will be made throughout Douglas County to increase the awareness of the benefit of ECO2.  500 individuals will participate in these opportunities.
