Award Bid No. 1540 and authorize the City Manager to execute the construction contract for project UT1427, Michigan/Arkansas, 2nd to 9th Street and Florida, 3rd to 4th Street Waterline Replacement.

 

Background

The Michigan/Arkansas Street 2nd Street to 9th Street waterline replacement project was evaluated as part of a preliminary design report, which established viable alternatives for alignment, project prioritization, construction cost estimates, and sequencing that will align with planned street rehabilitation work and budgeted funding. The assessment study identified the Michigan/Arkansas Street from 2nd Street to 9th Street waterline as a priority for replacement due to the size, age, and condition of the 6” and 8”, 1922, 1958, and 1959 cast iron main. In addition to the Michigan/Arkansas section, this project will also replace the existing 6”, 1959 cast iron main on Florida Street from 3rd to 4th Street. Similar to the existing line on Michigan/Arkansas, the section of waterline on Florida Street from 3rd Street to 4th Street needs to be replaced due to size, age, and condition. The proximity and similar scope of work to the Michigan/Arkansas Street project affords the opportunity to complete the smaller Florida Street project in conjunction with the larger Michigan/Arkansas project.

 

Project Description

The Michigan/Arkansas Street, 2nd to 9th and Florida Street, 3rd to 4th Waterline Replacement Project, as shown on the attached map, includes the replacement of approximately 5,800 linear feet of 6” and 8”, 1922, 1958, and 1959 cast iron main with 8” PVC waterlines. The project also includes valves, fittings, fire hydrants and other miscellaneous appurtenances for the waterline located along Michigan/Arkansas Street from 2nd Street to 9th Street and Florida Street from 3rd Street to 4th Street.  The project will be completed within 220 calendar days from the date of the Notice to Proceed, per the contract documents.

 

Project Details

On August 25, 2015, the Commission set a bid date of September 22, 2015 and approved the Traffic Control Plan for the project.  Professional Engineering Consultants completed construction documents for the project and it was advertised for bid on August 27, 2015. Bids were opened on September 22, 2015 and the bids listed below read publicly aloud:

Professional Engineering Consultants have reviewed the bids, qualifications, and current project commitments of the low bidder, Banks Construction, LLC.  The total bid supplied by Stark Boring Co. Inc. contained a clerical error, which increased their total bid from $1,439,484.72 to $1,476,027.52. The correction moves Stark Boring Co. Inc. to third in the tabulation behind Nowak Construction Co. Inc. and Banks Construction, LLC. The bid supplied by Banks Construction, LLC contained an error in the unit cost that reduced the bid from $1,143,600.00 to $1,141,100.00. The correction did not change Banks Construction. LLC's ranking among the other bidders. Per the attached letter and bid tabulation, Professional Engineering Consulting recommended awarding the bid to Banks Construction, LLC.

 

Project Funding

The project will be funded from the Department of Utilities bonded construction fund per the adopted Capital Improvement Project Scenario 5 for the 2013-2017 period.

Action

Award the construction contract for Bid No. B1540 to Banks Construction, LLC in the amount of $1,141,100.00 and authorize the Interim City Manager to execute the construction contract for project, UT1427 Michigan/Arkansas, 2nd to 9th Street and Florida, 3rd to 4th Street Waterline Replacement.
