Authorize the Interim City Manager to execute Supplemental Agreement No.1 to the Engineering Services Agreement with HDR in the amount of $96,815.00 for design engineering services for Project UT1310 19th & Kasold Water Booster Pump Station Replacement

 

Background

The project addresses the replacement of existing booster pumping facilities at the 19th and Kasold water tower. See attached map.

 

Booster pumping facilities are currently in service and installed below grade at the 19th and Kasold water tower. Since the original installation was completed in 2001, department staff has had significant issues performing routine maintenance on the pumps. The pumps are installed below grade within a 13-foot diameter steel cylinder with limited access through a manway in the lid. Access to the below grade steel cylinder requires a confined space entry, and all maintenance on the pumps must be performed in place. The original design also installed a single variable frequency (VFD) drive to control the two pumps. With only a single VFD installed there is no redundancy to allow the station to operate when the VFD must be taken out of service for routine or emergency maintenance, or the failure of the VFD. The project includes replacement of the booster pumping facility, including an above ground structure to house the VFDs and other electrical and control equipment.

 

Project Status

On November 5, 2013, staff was authorized by the City Commission to negotiate an Engineering Services Agreement with HDR Engineering, Inc. for a Basis of Design Report evaluating booster pumping facilities at the 19th & Kasold, 6th & Kasold and 19th & Harper water storage tanks. This report was completed in December 2014 and found that the 6th & Kasold, and 19th & Harper locations did not warrant the installation of booster pumping facilities, but that the existing 19th & Kasold facility should be replaced to address operational, maintenance and reliability issues. The report completed geotechnical investigations at the site, provided alternate facility layouts, and provided budgetary construction estimates.

 

The design and construction of the 19th & Kasold booster pump station was anticipated to coincide with similar work at the Oread water storage tanks. Property activities related to the Oread tank project have taken longer than anticipated, and Staff recommend continuing the 19th & Kasold project on its own.

 

Staff have negotiated a scope and fee for design and bid phase engineering services with HDR in the amount of $96,815.00. The scope includes basic design services related to project management, and the generation of plans and specifications for bidding in the amount of $68,272.00. The scope also includes non-basic services in the amount of $28,543.00 related to pump testing and hydraulic modeling, design of electrical and control systems, permitting, bidding, planning activities, public meetings, as well as coordination activities related to construction within an active facility.

 

Based on an estimated construction cost of $758,000.00, the fee for basic services is 9.0% of the construction cost. The Engineering Fee Curve for a construction project of this value estimates basic engineering services in the amount of 8.6% of construction. The proposed fee, at 9.0%, is appropriate given the building code, structural, operational and site design considerations not considered in the scope of work covered by the Engineering Fee Curve. The non-basic services are not covered by the Engineering Fee Curve; however, staff has reviewed the proposed tasks, hours, and hourly rates. Staff agrees that they are appropriate for the scope of work.

 

Project Funding

The project is funded from the Department of Utilities Bonded Construction Fund per Resolution 7019.
