Advisory Board Meeting Minutes

September 8, 2015

 

MEMBERS PRESENT:  

Chair, LaRisa Chambers, Kevin Loos, Joe Caldwell and Andy Clayton

I.             Meeting called to order by Chair Chambers

 

II.           Approval of July 14, 2015, minutes by Loos, and seconded by Caldwell. 

 

III.         Concerns of Board – Loos relayed to staff how nice the new park signs in the historical parks looked.  Loos also has received positive feedback regarding the additional pickleball courts at SPL.  Caldwell commended Laurent and Shaw on the presentation they did for the Chamber this past month.  Caldwell thought they provided good information and he received positive feedback from those in attendance.  Chambers inquired on the closing time for SPL on Sundays.  Laurent responded if there is not an event scheduled the building is closed at 9 p.m.  On Saturday, the facility is closed at 6 p.m.  Chambers also received a letter from a citizen opposing a bus terminal within Centennial Park.  Shaw indicated at this time that location is not being considered.

 

IV.         Introduction Fall Intern – Carson Smith

Laurent introduced Carson Smith who is from Iowa and is attending Northwest Missouri State University.  Smith is majoring in Parks and Recreation Management.  

 

V.           Tobacco and E-Cigarette Policy Discussion – Erica Anderson, Health Department

Shaw invited the Health Department back to give an update and review the status of tobacco and e-cigarettes policy.  Anderson presented a draft policy to the board for their review.  At this time there is not a “clean air” City wide ordinance in place, the policy presented would only pertain to parks and recreational facilities.  A motion was made by Loos to show support for the policy going forward to the City Commission for approval.  Seconded by Clayton. It was then approved 4-0.

 

VI.         Recreation Facility/Aquatic  Maintenance updates

Hecker reported the Indoor Aquatics Center maintenance was delayed a week due to the contractor having to repaint of the black lines on the floor of the pool.  Community Building, Holcom and East Lawrence gym floors have been refinished. The gymnastics room at East Lawrence Center has also been renovated. 

 

VII.       LMH sponsorship and lease agreements approved

Shaw reported the agreements have been approved and passed by the City Commission.  Both the lease and sponsorship with LMH have been signed and are official now. LMH is presently working with a contractor developing plans on the renovation for the space.  Premier Sports will be designing a logo for them.    

 

VIII.     NRPA conference Sept. 15th – 17th – Gold Medal finalist – presentation on the 15th.

Shaw reported the Gold Medal Award winner will be announced on Tuesday, September 15, at the general opening session. 

 

 

IX.          Staff reports

 

                                     i.    Recreation/ Expenses-Revenue/2015 financial updates

Hecker reported recreation revenue exceeds expenses.  Special Population has had a significant increase due to the 50+ program. 

  

                                    ii.    Parks/Golf Course/Projects Report/2015 financial updates

Hecker stated Golf revenue for August was great.  If revenue hits $100,000 for this month we should break even for the year.    

 

                                   iii.    Marketing Report

Steinbrock reported the Winter/Spring 2016 Activity Guide is in the process of being created.  Enrollments for August have surpassed last year’s totals and have set a new record for the fastest to 20,000 enrollments in a year.  The previous record was set last year, reaching 20,000 enrollments on Nov. 7.  Steinbrock has been attending several community health, wellness and resource fairs promoting the department.
