Chair Wilbur called the meeting to order at 5:50 p.m.

 

1.  Introductions.

 

Members introduced themselves.

 

2.  Approval of the April 9, 2015 Minutes.

 

Delaney moved to approve the CDAC meeting minutes from April 9, 2015.  Minor seconded the motion. The motion passed 5-0.

 

3. (6:00 p.m.) Recess meeting to conduct Public Hearing.

 

Norwood moved to Recess the CDAC meeting to conduct Public Hearing. Koprince seconded the motion. The motion passed 5-0.

 

Dresslar explained the requirement to have a public hearing for CDBG and HOME funding. The spring Public Hearing is to review the yearly Action Plan and Investment Summary. The notice for the Public Hearing and the Investment Summary were published in the Lawrence Journal World on April 16, 2015 and the 30 day public comment period begins with this Public Hearing. The recommendations for allocations will be presented to the City Commission on May 5, 2015 for approval. The Action Plan, Investment Summary and any public comments will be sent to HUD by June 15, 2015 for approval.

 

Ted Boyle from the North Lawrence Improvement Association (NLIA) thanked the committee for funding their application. The funding provides for communication and community functions throughout the year for the residents of North Lawrence.

 

Robert Baker, Resource Development Director for Tenants to Homeowners, Inc. thanked the committee for needed funding toward all aspects of affordable housing.

 

Wilbur asked the committee if any changes were proposed to the allocations. No changes were proposed.

 

Wilbur moved to close the Public Hearing. Delaney seconded the motion. The motion passed 5-0.

 

4. Reconvene Meeting.

 

The April 23, 2015 meeting of the CDAC was reconvened.

 

5. Discuss revised CDBG/HOME allocations, if applicable.

 

No changes or revisions were proposed.

 

6. Miscellaneous/Calendar.

 

Dresslar asked the committee to be thinking of any changes needed to the grant applications for 2016. Delaney suggested including the neighborhood newsletters in with the 2016 Neighborhood Association applications. Delaney also suggested some type of reporting from the Neighborhood Associations to show how effective they are in reaching and serving those intended. This would allow the committee to compare the effectiveness of the Public Service funding between the Agencies and the Neighborhood Associations. Wilbur suggested changing the language on the application to specifically ask the Neighborhood Associations what type of activities they provide, possibly in the form of a yearly calendar.

 

Dresslar said staff would send the committee the 2016 application in August for review; the committee would then discuss further any changes to the application at the September 10, 2015 meeting and finalize the application at the September 24, 2015 meeting. The revised applications would then be sent to the public on October 1, 2015.

 

Delaney volunteered to contact the Neighborhood Association representatives to discuss changes to the application and he would bring the results to the September 10, 2015 meeting for discussion.

 

Wilbur moved to cancel all meetings of the CDAC until September 10, 2015. Koprince seconded the motion. The motion passed 5-0.

 

The next meeting of the CDAC will be September 10, 2015 at 5:30 p.m.

 

7. Public Comment.

 

Pat Miller from the Pinckney Neighborhood Association (PNA) spoke to the committee about possible changes to the 2016 grant application. She felt the neighborhoods were in competition for funding, when instead they should be working together to better the City of Lawrence. She proposed a meeting between the four low-mod neighborhood representatives over the summer to discuss neighborhood goals and the application process. Dresslar reminded everyone there are more than four low-mod neighborhoods in Lawrence, but only four apply for funding. Delaney suggested involving LAN in the discussions to also reach other neighborhoods. Wilbur agreed with contacting LAN about members of the CDAC speaking at a LAN meeting. Dresslar asked Miller to forward her any comments from any meetings with representatives for inclusion in the September 10, 2015 meeting.

 

 

 

8.  Adjourn.

 

Wilbur moved to adjourn the April 23, 2015 meeting of the CDAC at 6:22 p.m.  Koprince seconded the motion.  The motion passed 5-0.
