Event Permit – 2015 Rock the Block – Kick Cancer Event (October 2, 2015)

 

The Lawrence Memorial Hospital Endowment Association has requested a Street Event Temporary Use of Right-a-way Permit to close the W 29th Terrace (between Iowa Street frontage road and Four Wheel Drive) on Friday, October 2, 2015, from 8:00 a.m. to 11:59 p.m. (see attached map) for the Rock the Block – Kick Cancer Event. They have also requested an ordinance to allow the sale, possession and consumption of alcohol within the public right of way. The event would feature live music, food vendor(s), and a beer garden area.

 

The request to sell, possess and consume alcohol within the public right of way has been reviewed pursuant to City of Lawrence Code, Chapter IV, Article 1, Section 4-113 and the event was not found to be within 400 feet of a church or school.

 

Possession and consumption of alcohol on the right-of-way is generally prohibited, unless the City Commission adopts an ordinance exempting an area from that prohibition. The attached Ordinance No. 9147 would temporarily allow the possession and consumption of alcohol on the 100 block of E 8th Street during this event.

 

The applicant has obtained written permission from the adjacent property owner to hold this event and close the street. The applicant has also sent out notice of this event and pending City Commission action to adjacent property owners and the Lawrence Association of Neighborhoods. (See attached notice).

 

In addition, Police, Parks and Recreation, Public Works, Fire / Medical, Lawrence Transit, Downtown Lawrence, Inc., and the Chamber all have reviewed this permit with no issues.

 

ACTION

Approve a Street Event Temporary use of right-a-way permit allowing the closure of the W 29th Terrace (between Iowa Street frontage road and Four Wheel Drive) on Friday, October 2, 2015, from 8:00 a.m. to 11:59 p.m. for the Rock the Block – Kick Cancer Event.

 

Adopt on first reading Ordinance No. 9147, allowing the sale, possession and consumption of alcohol on W 29th Terrace (between Iowa Street frontage road and Four Wheel Drive) on Friday, October 2, 2015, from 12:00 p.m. to 10:00 p.m. during the event.
