BAND DAY PARADE

MANAGEMENT PLAN

 

 

GENERAL OVERVIEW:

 

            On September 12th, 2015, The University of Kansas will host the Annual Band Day Parade through downtown Lawrence. The parade will begin to assemble in Buford Watson Park as early as 1030 hours and will start from a half block west of 7th and Massachusetts at 1230 hours.  The parade will travel from the staging area (Command Post) at 7th and Kentucky, east on 7th Street to 7th and Massachusetts, south on Massachusetts to South Park and disband at South Park.  The parade will consist of approximately 35 bands.  Communications between officers will be on DG EVENT1.

EQUIPMENT ALLOCATION:

 

            Barricades will be ordered from the Street Department prior to the day of the parade by the Incident Commander or designee.  The barricades will be placed on the designated corners so that they can be erected before the parade begins.  Barricades will be erected at the following intersections:

            Cones will be needed east of Massachusetts Street that prohibit motorist from turning left (south) onto Mass Street from WB 11th Street.

 

            Barricades will be erected when the first bus arrives in the staging area of Buford Watson Park.  Barricades will also be erected at 6th and Tennessee, 7th and Tennessee, 7th and Ohio, 8th and Kentucky, and 8th and Vermont.  Barricades will be erected when needed at 13th and Vermont, 13th and New Hampshire, and 14th and Massachusetts.  Two officers assigned to motorcycle patrol will erect the remaining barricades along Vermont and New Hampshire just prior to the start of the parade at 1230 hours.  These motorcycle officers will remove the barricades after the end of the parade.

 

            Emergency No Parking Signs will be erected at the first two spaces of the 900 block of Massachusetts on the east side (directly in front of the bank) to reserve two parking spots for KLWN Radio.  Emergency No Parking signs will also be erected along the west side of Tennessee from 6th Street to 9th Street, along the east side of Kentucky from 6th Street to 8th Street, on 7th Street between Kentucky and Tennessee on both sides, along Massachusetts from North Park to 14th Street on both sides, and in the 100 blocks of both west and east South Park Street.  These signs are to be erected by Shift 1 personnel at least 24 hours in advance of the parade.

 

ROUTE:

 

            As early as 1030 hours, buses with band members will begin to arrive in the staging area.  Bands will stage in the area of Kentucky between 7th Street and 8th Street and on 7th Street between Kentucky and Tennessee Streets. Band members will be required to walk eastbound on 7th street; on the south side of the street (in blocked lane of traffic). Empty buses will be directed to 9th and Tennessee where they will be escorted to 14th and Massachusetts by LKPD motorcycle officers.  Note: LHS busses will continue south on Tennessee to 17th or 19th, then move to Massachusetts and proceed north to Central Middle School and park there.  LKPD personnel will direct the buses to the parking area at 14th and Massachusetts.  Late arrivals will be escorted to the parking area at the conclusion of the parade.  At 1230 hours the parade will begin with bands moving from the staging area south on Massachusetts from 7th Street to South Park where the parade will terminate.  All officers will be at their assigned post at 1030 hours and will report to the Incident Commander who will be the overall commander of the event.  Officers will direct traffic at their assigned location until the end of the parade has passed and traffic can be allowed to move normally.  At the termination of the parade, band members will board their buses and proceed to The Dole Institute of Politics. 

 

RESOURCE ALLOCATION:

 

The Lawrence Police Department will assign (19) police officers, from 1000 hours until the termination of the parade at approximately 1430 hours. KUPD will assign to officers to assist as well. Officers will be stationed in the following manner:

 

 

1.         MOTORCYCLES:    Three (3) Officers Wech and TBD will be assigned to motorcycles for the duration of this event.  One, (1) Motorcycle Officer, TBD will help move traffic in front of the parade.  Prior to and after the parade, Motorcycle Officers will escort buses from 9th and Tennessee to the parking area at 14th and Massachusetts.  The Motorcycle Officers will also be responsible for erecting the barricades at 8th and Tennessee, 7th and Ohio and 8th and Ohio prior to the arrival of the buses.

 

2.         6TH and TENNESSEE:        One (1) Officer, Hicks will be stationed at the barricade at 6th and Tennessee.  This officer will allow only band buses and support vehicles to move into the staging area prior to the parade.

 

3.         9TH and KENTUCKY:          One (1) Officer, Shipley will be stationed at 9th and Kentucky.  This officer will also be responsible for erecting the barricades at 8th and Kentucky.  The barricades at 8th and Kentucky should be positioned to block all northbound traffic that may make it to that area.  Douglas County Bank traffic only will be allowed to proceed to the bank parking lot as necessary.

 

4.         6TH and VERMONT: One (1) Officer KUPD will be stationed at 6th and Vermont.  This officer will allow local traffic to the United States Post Office area prior to the parade and direct through traffic east or west onto 6th Street.

 

5.         7th and VERMONT:  One (1) Officer, KUPD will be stationed at 7th and Vermont. At the start of the parade this Officer will halt north and southbound traffic

 

6.         8TH and VERMONT:   ONE (1) Officer, Lindsay will be stationed at 8th and Vermont. This officer will secure the integrity of the staging area and move only local traffic in and out of the area. 

 

 

 

7.         9th and Tennessee (1) Officer, Bradford will be stationed at 9th and Tennessee to assist Motorcycles with the escort of the buses. This officer will report to this intersection 1 hour prior to start of parade.

 

8.         7TH and MASSACHUSETTS:         One (1) Officer, Scheibler will be stationed at 7th and Massachusetts.   This officer will not allow vehicles into the staging area and will stop west and southbound traffic at the start of the parade.  After the end of the parade passes this location, the officer will follow the parade and protect the rear of the procession.

 

9.         11TH and MASSACHUSETTS:      One (1) Officer, Byrn will be stationed at 11th and Massachusetts.  This officer will halt northbound traffic at the start of the parade and hold all traffic as the procession moves through the intersection.  This officer will also halt southbound traffic on Massachusetts until Massachusetts is clear between 11th and 14th streets at the conclusion of the parade.  Once the parade has begun, this officer should monitor the 1100 block of Massachusetts to encourage the bands to clear the street as soon as possible.

 

10.       11TH and VERMONT:           One (1) Officer, Heafey will be stationed at 11th and Vermont.  This officer will move traffic north and west while the parade moves along Massachusetts.

 

11.       11TH and NEW HAMPSHIRE:        One (1) Officer, xxx will be stationed at 11th and New Hampshire.  This officer will move traffic north and east while the parade moves along Massachusetts.

 

12.       14TH and MASSACHUSETTS:       One (1) Officer, xxx will be stationed at 14th and Massachusetts.  This officer will not allow traffic to proceed north on Massachusetts until the end of the parade and the buses have cleared the street between 11th and 14th Streets.

 

13. 11th and KENTUCKY: One (1) Officer, xxx will be stationed at 11th and Kentucky to assist with Motorcycles escorts of the buses. This Officer must be at the post one hour prior to start of parade. Approximately 1200 hours.

 

14. 11TH and TENNESSEE: One (1) xxx will be stationed at 11th and TENNESSEE to assist with Motorcycles escorts of the buses. This Officer must be at the post one hour prior to start of parade. Approximately 1200 hours.

 

 

 

 

15.       7TH and TENNESSEE:        One (1) Officer, xxx assisted by three Motorcycles Officers will monitor the unloading of the buses and direct band members on foot to the staging area.  Once the buses have been unloaded, Motorcycle Officers will escort the buses in groups to the bus parking area.

 

16.       LEAD CAR:   One (1) Officer, Walter will lead the parade in a patrol vehicle.  That officer will then assist with post parade traffic at 14th and Massachusetts. 

 

17.       SOUTH PARK:         One (1) Officer, J. Miller will be assigned to the bus parking area at South Park to insure that the band buses are parked in an orderly fashion.  This officer should keep spaces available along the west side of Massachusetts in the 1200 block for late arrivals.

 

18.       BIKE PATROL:         Two (2) Officers, Welsh and Ashley will be assigned to Bike Patrol during the parade.  These officers will assist the motorcycle officers with parking and unloading of buses in the area of 7th and Tennessee prior to the parade.  Immediately prior to the parade, these officers will move parallel to the parade route on Vermont and New Hampshire Streets erecting barricades at their intersections with 7th, 8th, 9th  and 10th Streets.  These same officers will return to 7th Street and remove the barricades in the same order as they were erected once the parade has passed through each intersection.

 

            All officers with parade assignments will report for a briefing in the patrol squad room at 1000 hours the day of the parade.  Officers will arrive at their assigned posts no later than 1030 hours.  After the parade concludes, officers will report to the Band Day Incident Commander, who will be the overall commander of this event.
