RE:

The Circle of Sisterhood 5K – Sunday, September 27, 2015

Samantha Harms with Sigma Kappa Sorority has applied for a street event permit for the Circle of Sisterhood 5K – Sunday, September 27, 2015; benefitting the Circle of Sisterhood Foundation. The race would begin at approximately 7:00 a.m. on 11th Street adjacent to Hobbs Park, with runners staging on the street beginning at about 6:50 a.m. (see attached map).

Staff is seeking City Commission approval of this event permit because the race will involve a rolling closure of the northbound lane of Massachusetts Street downtown for a portion of the time between 7:00 a.m. – 9:00 a.m. Parking on Massachusetts Street would not be prohibited, although vehicles parked on the east side of Massachusetts Street would not be able to leave for a few minutes as runners pass by. (See attached traffic management plan – prepared by the Lawrence Police Department)

The police department has coordinated traffic control on a similar route for several previous races and has developed a plan that requires little to no police resources for traffic control. All barricades and staff will be solely provided by the applicant.

In addition, Police, Parks and Recreation, Public Works, Fire / Medical, Lawrence Transit, Downtown Lawrence, Inc., and the Chamber all have reviewed this permit with no issues.

There will be no alcohol associated with this event and all related event expenses will be provided or reimbursed by the applicant.

ACTION
