Background
On September 7, 1993 the Lawrence City Commission adopted Charter Ordinance No. 28 which established the current stormwater utility. The Stormwater Engineering Division was created in 1996 to manage the stormwater utility and to implement other recommendations from the Stormwater Management Master Plan. The Stormwater Management Criteria was developed concurrently with the 1996 Stormwater Master Plan and was adopted by Ordinance 6778 on June 4, 1996.
As a follow-up to the 2015 Annual Engineering Stakeholder Meeting held on February 25, 2015, revisions to the Standard Design Details as well as an addendum to the Stormwater Management Criteria were distributed to participants via email on March 4, 2015 soliciting comments. The addendum addressed pipe material types that are acceptable within City right of way. It specifically requires the use of reinforced concrete pipe (RCP) for all cross road pipe. This new policy concerning pipe materials is a result of observed field conditions and the longevity of certain pipe material types in the field. Please refer to the attachments for more detailed information.
Since the adoption of the Stormwater Management Criteria, there have been several addendums to the criteria that need formal adoption. The following lists details these addendums and their respective topics.
