Background

This fiber project began as one of two KDOT applications for the 2015 Intelligent Transportation Systems (ITS) Set-Aside Program.  Much of the City’s existing fiber has been installed to improve the City’s ITS Program and the City has received a number of grants to assist in funding these projects.  The State of Kansas approved one of the two projects, and the City Commission approved Resolution #7078 for $400,000 to fund the matching funds of Phase I currently in progress, and the base bid in Bid B1507.  Public Works has estimated that approximately $290,000 will remain in the approved funds for the project in Bid# B1507.

 

Project Description

Primary Bid: This portion of the project is to install conduit and 288 fibers from 6th & Wakarusa to 6th & Iowa, connecting the two traffic fiber cabinets.  This project will provide the capability in the future of connecting the traffic signals between 6th & Wakarusa to 6th & Iowa.  Also, this project will allow the City to connect Fire Station #3 and the City’s water tower near 6th & Kasold, and will enable the ability to provide a fiber ring.  The City has projected that the 288 strands will be used in the following manager; 144 strands for City of Lawrence connectivity needs, 48-strands for UDS-497 (if the School Board approves Alternate Bid #1), and 96 strands for potential lease by other Internet Service Providers as approved in the City’s fiber policy

 

Alternate Bid#1:  The City of Lawrence and USD-497 have an existing fiber sharing memorandum of understanding (MOU) that allows the two organizations to work together to improve fiber connectivity for the two organizations and allows for the sharing of costs to make projects more cost effective.  In a previous project, the City of Lawrence has assisted USD-497 in connecting to KU, and KanREN connectivity.  This portion of the project would allow USD-497 to connect two data centers located at Free State High School and USD-497’s Headquarters at 2nd & McDonald Drive.  USD-497 would fund this portion of the project, and the City of Lawrence would retain ownership of the fiber.  USD-497 would have access to 48-strands of the 288 strands that would be installed from 6th & Wakarusa to 2nd & McDonald Dr. and serve as a basic framework to connect other schools to their data centers in the future.  This portion of the project will be dependent upon the funding approval by USD-497’s School Board.  If approved, the City would coordinate the installation and then bill USD-497 for reimbursement.  This project would be documented in an addendum to USD-497’s existing MOU.

Staff Recommendation

After reviewing the bids and obtaining references on the two lowest bidders, the City’s fiber team recommends awarding the bid to K&W Underground. K&W Underground had superior references.

 

K&W has satisfactorily completed a number of fiber projects for the City of Lawrence in the past and has an excellent track record in working in the City right-of-way, and provided excellent references.

 

USD-497 Participation

The USD-497 School Board will consider partnering with the City of Lawrence on this fiber project during their scheduled school board meeting on Monday, June 22nd.  Upon the school board approval, the Alternate Bid#1 for $76,375.35 to extend the fiber to 2nd & McDonald drive would be added to this project.  And, upon completion of the project USD-497 will reimburse that amount to the City.  And, if the school board does not approve the project, the City will complete the base bid project only.  In both situations the net responsibility for the City of Lawrence will be $245,972.50. 

 

Action

Award Bid No. B1507, for the 6th Street Fiber Project for the City of Lawrence Public Works Department to K&W Underground in the amount of $322,347.85.
